Description

NASA/GRC plans to issue a Request for Quotation (RFQ) for: 1) Rewire static force balance signals, repair and rewire defective temperature sensors (2), and perform a limited calibration of the thrust and torque forces at room temperature. 2) Replace defective PRTDs (2) on lo load dynamic balance, and perform limited calibration check of thrust and torque force signals at room temperature. 3) Limited calibration of the hi-load dynamic balance with an investigation of the effects of restraining the balance with a fixture. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from a Sole Source -- Micro Craft Technology, 3050 Pacific Highway, San Diego, CA 92101. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION IS 10 U.S.C. 2304(c)(1). These balances are precision instruments which were previously manufactured by Micro Craft specifically for NASA Glenn's fan turbine drive rig used in the 9X15 LSWT. The construction, instrumentation, and calibration methodology are propretary to Micro Craft. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Tuesday, March 13, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
