Description
This is a "Sources Sought Notice" issued by the Federal Law Enforcement Training Center (FLETC), Glynco, GA, for the purpose of continuing market research on driver training simulators. In March 2000, the FLETC issued the original notice seeking information on simulators, but no funds have been available to begin the procurement process. Funding is still not available, but the FLETC Driver and Marine Division (DMD) wishes to obtain the most current information on these simulators for the purpose of (1) ascertaining if new developments have been made in the product, and (2) reviewing manufacturers information to determine if an on-site demonstration is desired. Even if a company has already provided product information, it is necessary to send the most recent information available at this time. DMD will be reviewing the information to determine if a manufacturer's product meets the following minimum specifications (and whether an on-site demonstration at the Glynco, Georgia campus is needed). (A) Advanced Law Enforcement Driver Training Simulator (ALEDTS) requirements: (1) May have option for motion in x and y axis, (2) may have force generation -- centrifugal force, (3) Allows a minimum of six persons at a time (six student stations) per instructor station oversight, (4) Each station networked for emergency response and pursuit simulations. (5) Has 180 degree viewable screen in each station with rear view mirror viewing capability, (6) Police vehicle dash board with instruments, steering wheel, rear view mirrors, gas and brake pedals, etc. in each station, (7) Police vehicle operator's seat in each station, (8) Police style siren controls in each station, (9) Police style radio with controls and microphone in each station, (10) Computer generated images of FLETC's driving ranges (high fidelity and realism), (11) Computer generated images of urban and rural roadways with appropriate environments (high fidelity and realism) see item #24; (12) Computer generated images of varying weather conditions, (13) Allows for simulated windshield washing and wiping with appropriate responses for varying simulated weather conditions, (14) Allows for simulated headlights for dusk, dark and inclement weather simulations, (15) Computer generated images of vehicles and persons for urban and rural driving simulations (high fidelity and realism) (16) Allows interactive pursuit simulations between computer generated vehicle images and student drivers, (17) Computer generated emergency lights and sirens, (18) Ability to gather, record and translate driver performances to include(a) negotiation of simulated geography, (b) negotiation of simulated obstacles, (c) application of emergency response driving techniques (vehicle dynamics), (d) application of pursuit driving techniques (vehicle dynamics and training objectives), (19) Allow instructor intervention at any time during simulations (to alter simulation environment, conditions or to pause or stop simulation for instructional purposes), (20) Capable of multiple terrain generation (on/off road), asphalt, concrete, dirt and/or mud, (21) Selectable braking ability (ABS vs Non-ABS), for both front and rear wheel drive, (22) Skid recovery testing/training (front and rear wheel drive), both system and/or instructor controlled, (23) Capable of performing High Center of Gravity characteristics, (24) Compliance with California Post certification standards for Law Enforcement Driver Training Simulator scenarios is preferred but not mandatory. (B) Automated Driver Evaluation System (ADES) requirements: (1) Able to track vehicle's location on the overall driving range (track), (2) Able to determine vehicle's road position any where around the overall driving range (track), in relation to government identified items (listed below) and correlated with the vehicle's location on the overall driving range (track) A. lines of travel: OIO, OOI, III, OOO, MMM, OII, Ioo, etc. (3) Able to identify vehicle's dynamics in relation to government identified items (listed below) correlated with the vehicle's location on the overall driving range and with the vehicle's road position: (A) jerky steering, braking while turning, locking brakes, late braking, bouncing brakes, early acceleration, late acceleration, etc. (4) Able to transmit the collected data for requirements 1-3 from the gathering instruments to a central computer for compiling the data for each vehicle separately, (5) Able to compile each vehicle's data for each lap made, (6) Able to translate data accumulated for each vehicle into government identified terms and provide a print out to screen automatically and to printer upon request, (7) Automatically saves data files to hard disk every minute and allows files to be manually saved to 3 12 inch floppy disk, zip, and CD-RW, (8) Allow instructors to input driver names and associate those names with the vehicle each driver is operating, (9) Allow instructors to move driver names and data collected and compiled from one vehicle to another when a vehicle becomes disabled and must be substituted, (10) Allow instructors to add, change or remove identified items in requirements 2 and 3 based on changes to the curriculum and/or evaluation standards, (11) Computer with monitor for location in the control tower for receiving and displaying evaluation data, (12) Computer and monitor must be designed to withstand temperatures that regularly reach 200 degree down to the low teens without having temperature related malfunctions with either the computer or monitor, (13) Software that allows for the use of a standard printer such as: Hewlett Packard DeskJet series, Cannon Bubble Jet series, etc. There is no guarantee from the FLETC that manufactures responding to this notice will receive an on-site demonstration request, but if sufficient information showing a simulator meeting the above minimum requirements is not received in response to this notice, the FLETC will assume that there is no interest in such a demonstration from manufacturers who do not respond. On-site demonstrations mush be furnished at no cost to the Government; there is no guarantee on the Government's part that funds will be made available to the FLETC for a procurement of any simulator.
