Description

The National Institute of Standards and Technology (NIST) has a requirement for expansion, data file preparation and development of procedures for efficient data entry and retrieval for the TRC SOURCE database maintained by Thermodynamics Research Center of Physical and Chemical Properties Division in Boulder, Colorado. NIST intends to negotiate on a sole source basis with Dr. R. C. Wilhoit, College Station, TX, for his services on expansion and enhancement of the Thermodynamics Research Center (TRC) databases at NIST. The general requirements will include computer programming and database design and management skills combined with extensive experience in chemical thermodynamics, thermophysics, chemistry, and chemical engineering. Specialized skills include a demonstrated familiarity with the TRC database systems and, in particular, TRC SOURCE database. The SOURCE database is a major relational archival system developed and maintained by the Thermodynamics Research Center of the Physical and Chemical Properties Division to store =91raw=92 experimental data for = thermophysical, thermochemical and transport properties of pure compounds, binary and ternary systems as well as chemical reactions. The SOURCE database is also a powerful tool to produce various compilations and critical evaluations of data in both hard-copy and electronic forms. This work = is targeting further enhancement of the database, in particular, its data entry and retrieval capabilities which should provide additional functions to automate data entry and generate recommended data =91to order=92 along the lines of thermophysical property data dynamic compilation concept. Dr. Wilhoit is the original designer and = developer of the SOURCE database which is now a major archival system maintained and supported by the Thermodynamics Research Center of the Physical and Chemical Properties Division. Dr. Wilhoit has been involved in experimental and theoretical research in the field of Thermodynamics = for more than 30 years and is an expert computer programmer. He has previously developed a number of software products which have been used to enhance existing TRC products. He has also personally prepared a great variety of the batch data entry files which were successfully loaded into the SOURCE database. Dr. Wilhoit has a unique combination = of skills and experience to provide the solutions for all the tasks = related to the proposed project. Progress in the development of the SOURCE database has its immediate impact into development and timely = completion of a variety of other databases as well as hard-copy data products scheduled for release by the TRC. Any lapse in the quality, continuity, and schedules for TRC data products would be severely detrimental to NIST and to the users of this information. This announcement/solicitation is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00) and is not a request for quotes. The award decision will be based = upon the best value to the Government, with technical merit, past = performance and availability being significantly more important than price.
