DAAE30-01-BAA-0201 Date Issued: 28 February 2001 Closing Date and Time: 28 March 2001 1630 Hours (Local Time)NON LETHAL (NL) AREA DENIAL to VEHICLES (AD- V) As part of its ongoing Market Research, the US Army Armament Research, Development and Engineering Center (TACOM-ARDEC) is issuing a broad agency announcement (BAA) to solicit technical proposals (White Papers) from qualified sources for new non-lethal technology ideas which may include the assimilation of both new and/or existing technologies, products and systems in the area of Area Denial to Vehicles. The goal of this solicitation will be to explore new non-lethal capabilities in application of measured, selectable force that will reduce risks in both noncombatant and combatant casualties, friend or foe and damage to collateral equipment and structures. Emphasis is placed on developing systems that provide a "leap ahead" capability from what is currently available. Consideration will be given to proposals that address one or more of the following capabilities: PRIMARY CAPABILITIES: Deny an area to land vehicles -- This can be defined as the ability to deny entrance by land vehicles to a prescribed area. Denying the area to a vehicle could include diversion, redirecting, stopping, or delaying for a sufficient amount of time (given most situations, approximately 20 minutes). The vehicle can be either permanently or temporarily disabled. This must be accomplished without causing significant collateral damage or casualties. Stop a vehicle in urban/suburban terrain -- This can be defined as the intentional denial of an area that has the characteristics of a city to hostile, friendly or neutral vehicular traffic. This environment includes housing areas with multiple or single family dwellings, buildings with single or multiple story structures, structures that are substantial and structures that may not be an obstacle. Streets may range from a single lane to six lanes with a median. This denial includes, but is not limited to, denying vehicular access into an area by not allowing it to breach the area's perimeter. This must be accomplished without causing significant collateral damage or casualties. Channelize vehicles -- This can be defined as deflecting or diverting a vehicle in a direction that is operationally desirable. This must be accomplished without causing significant collateral damage or casualties. Stop a vehicle in rural/open environment -- This can be defined as the intentional denial of an area that has the characteristics of countryside to hostile, friendly or neutral vehicular traffic. The terrain includes rolling or flat, soft or hard ground, forested, lightly forested, or open. This denial includes, but is not limited to, denying vehicular access into an area by not allowing it to breach the area's perimeter. Existing or emerging technologies can be used to accomplish these required capabilities without causing significant collateral damages and minimizing casualties. SECONDARY CAPABILITIES: Deny the use of a structure by vehicles, Deny the use strategic geographic area to vehicles, Deny the use of key terrain. Desired qualities for any non-lethal system proposed are: Enhanced Operation -- the ability to provide more flexibility to the individual soldier by increasing response options without causing an undue logistic burden. Augment Lethal Force -- system will not take away from the soldier's ability to use lethal force when necessary. Expeditionary -- system should be easily transportable, rugged and easy to maintain. Minimizing fatalities, permanent injury to personnel, and/or undesired damage to property and the environment. Currently there is no Funding available for this effort; however, one or more successful submittals will be considered for ultimate incorporation into ongoing funded Concept Exploration Programs (CEP's) and/or subsequent future acquisition programs resulting from this CEP. Proposals will be considered within the scope of the guidance provided above. Respondents shall submit a one to ten page "white paper" (original and three copies) summarizing the proposed effort along with an initial cost estimate. The white paper must address the following areas; 1) Description of proposed concept to include how this concept will be used to address one or more of the capabilities listed above, 2) Background information (Technical, Historical, etc.), 3) Description of work to be done under this effort (to include technical details), 4) Discussion of risk areas, 5) Description of the deliverables associated with this effort, and 6) Initial cost estimate for both material and labor. These white papers should be supported, if available, by drawings and/or initial experimentation results/test data. White papers will be submitted to Dona Apgar, AMSTA-CM-PCB, Building 10, TACOM-ARDEC, Picatinny Arsenal, NJ 07806-5000, by 1630pm (ET) 28 March 2001. Evaluations will follow receipt, and solicitations for in-depth proposals from selected white papers may follow (complete in-depth proposal instructions will be provided to selected offerors). The following evaluation criteria is hereby established for the purpose of this solicitation: Joint Operational Utility -- one or more of the military services. Advancing state of the art. Ability to achieve proposed technical objectives. Logistically supportable. Acceptable risk to personnel and/or the environment -- defined as a high probability that the general population and/or the environment will not sustain permanent injuries/harm due to the use of the technology or its delivery system. Countermeasure Offset Risk -- Can the effect of the proposed system on the target set be easily countered? Affordable (Development and Life Cycle Cost). Compliance with Policy, Treaties and Conventions. The point of contact for this action is Dona Apgar, Contracting Officer.
