- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and the test program outlined in FAR 13.6 as well as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. DACW66-01-T-0074 is issued as a Request for Quotation (RFQ). Item 1: SANDBLAST, HIGH PRESSURE WASH AND PAINT M/V PAT IN STRICT ACCORDANCE WITH THE SPECIFICATIONS. Item 2: SANDBLAST AND PAINT CRANE BARGE IN STRICT ACCORDANCE WITH THE SPECIFICATIONS. SPECIFICATIONS: M/V PAT, CRANE BARGE TD7007, Tulsa District. Painting Specifications: M/V Pat is a towboat with dimensions of approximately 82 ft. long, 34 ft. wide and with a 6 ft. draft. The crane barge is 153 ft. long and 43 ft. wide with a 4 ft draft. Both vessels are dry-docked at Ensley Engineer Yard, 2915 Riverport Rd. Memphis, TN 38109. They are available for inspection and all work will be performed at this location. Normal business hours at Ensley Engineer Yard are 7 a.m. until 3:30 p.m. Monday through Friday. Contractor hours can be adjusted by coordinating with Shops Unit Supervisors and Security personnel. Points of contact are Terry Phifer, 901-785-6067 or Jack Wilkerson, 901-785-6070. GENERAL NOTES (1) Contractors are required to adhere to Corps of Engineers safety policies. Safety information can be obtained from Edward McNamara, Safety Officer, at 901-544-3601. (2) Contractor is to provide all labor and material for the entire scope of work. No government equipment will be available for contractor use. (3) The contractor will be responsible for damages and repairs to any Corps of Engineers or Corps of Engineers employees equipment caused by the Contractor's employees or equipment during the project. At project completion the Contractor and the Dock master will make a joint visual inspection of the project location and surrounding areas. Needed repairs will be noted and made immediately. (4) Contractor will be responsible for containment and disposal of all waste generated during the project. No waste of any kind is allowed to enter the lake. (5) Tow boat and barge will be moved 1 [one] time at government expense to allow completion of sandblasting and painting. Expense for additional moves will be borne by the contractor. AREA TO BE SANDBLASTED: M/V PAT: The entire surface of the hull and sides from the main deck down and including the exterior of the gunnels is to be sandblasted to the SSPC SP 10 standard, [near-white blast cleaning]. No area on the deck or above except for the gunnels is to be prepared by sandblasting. Tow knee structures will not be sandblasted. All areas and equipment not requiring blasting will be protected from blast media and over-sprays. Propeller shaft tubes and rudder stock tubes must be totally guarded against the possibility of any matter penetrating them. CRANE BARGE: The entire surface of the hull and sides including the spud well compartments from the deck down is to be sandblasted to the SSPC SP 10 standard. No painting is required on the deck or any of the deck equipment. All deck equipment is to be totally guarded from blast media and over sprays. HIGH PRESSURE HOT WATER WASH AREAS: M/V PAT: Hot water wash entire vessel from the main deck up including the inside of the gunnels. High pressure wash with minimum 3000psi and use a biodegradable heavy duty cleaner comparable to DEVPREP 88 according to manufacturer's recommendations. PAINTED SURFACES AND COLORS: (1) HULL/SIDES/GUNNELS M/V PAT CRANE BARGE: The coating system shall be composed of the following coating types: Self-priming epoxy base coat [surface tolerant base coat]; Flake reinforced abrasion resistant epoxy barrier coat; and Fade resistant urethane top coat. The hull/sides/gunnels finished color coat is to be painted black color number 17038. The contractor shall select one of these pre-qualified systems. However, systems may not be "mixed". The proprietary coating systems are as follows: Ameron Devoe Jotan Valspar BLP Mobile Base Coat Amercoat 370 Bar Rust 235 SAVAPON V65 MOPOXY- PLUS Barrier Coat Amerlock 400GF Devguard 238 MARATHON MOPOXY- PLUS FG Top Coat Amerlock 450HS Devthane 369 V40/95 series MOTHANE HS-900 HULL MARKINGS/DRAFT MARKS: Any hull markings and draft marks are to be painted white. COLOR/FS595 -- -- -White/27880. FILM THICKNESS MEASUREMENTS: All steel surfaces shall be coated with a base coat to a minimum of dry film thickness of 8 mils; All surfaces shall be over-coated [over the base coat] with a barrier coat to a minimum dry film thickness of 12 mils not including the base coat; Lettering and numerals shall be applied over the barrier with a topcoat to a minimum dry film thickness of 4 mils. The number of coats is not specified. The contractor is required to provide the number of coats necessary to attain the dry film thickness required. Thickness applied per coat shall not exceed the manufacturer's recommended maximum thickness per coat. Dry film thickness measurements for each applied coating type shall be taken as follows: One reading for every 200 square feet, uniformly distributed. PAINTING-WATER WASHED AREAS-M/V PAT: COLOR CHART: Deckhouse Exterior Old Ivory 17855* Decks and Housetop Deck Red 10076 Deck Fittings Yellow 13655 Exterior Deck Coaming Striping Red 11136 Handrails Striping Red 11136 Name Board Letters Gold 23594 All Black Structures Black 17038 *Deckhouse exterior has DEVRAN 229 Acrylic Epoxy Old Ivory # 17855 as color coat. Contractor's color coat must provide adhesion requirements comparable to DEVRAN 229 manufacturer's recommendations. This coating shall be applied in 2 coats for a minimum of 3 mils total thickness. After hot water washing, any surface that has bare metal exposed must be prepared for primer paint by power brushing or sanding. APPLICATION: (a) Manufacturer's instructions for application, curing and drying time between coats shall be followed. Painting practices shall comply with applicable federal, state and local laws enacted to ensure compliance with Federal Clean Air Standards. (b) Paints, which have exceeded the closed shelf life or pot life recommended by the manufacturer, shall not be used. (c) At the time of application paint shall show no signs of deterioration. Paint that has deteriorated in any manner shall not be used and shall be removed from the site. (d) Within 8 [eight] hours after cleaning and prior to the deposition of any detectable moisture, contaminants, or corrosion, all surfaces blast cleaned to SSPC SP 10 shall be cleaned of dust and abrasive particle by brush, vacuum cleaner, and/or blown down with clean, dry, compressed air, and given the first coat of paint. (e) Paint shall be applied by spray, except the areas inaccessible to spraying shall be brushed. (f) Painting in the vicinity of mechanical or electrical equipment shall be applied by brush if there is a possibility of over-sprays on critical components. (g) Uniform suspension of pigments shall be maintained during application. Each coat of paint shall be applied so dry film shall be of uniform thickness and free from holidays, bubbles, blisters, laps, excessive or unsightly brush marks, runs, drops, ridges, waves, pinholes, or other voids, and variations in color, texture, and finish. Special attention shall be given to ensure that all edges, corners, crevices, seams, junctions of joining members, interior angles, corrosion pits, welds, bolts, rivets, and similar surface irregularities receive a film thickness equal to that of adjacent painted surfaces. (h) All coats of all painted surfaces shall be unscarred and completely integral at the time of application of succeeding coats. (i) All painting shall be accomplished before launching the vessel. The vessel shall not be launched before inspection and acceptance by the government. FINAL INSPECTION: All painting shall be jointly inspected by the Contractor and the Contracting Officer's Representative. Any defects or damage in the coating system shall be repaired by the Contractor as necessary before acceptance by the government. The contractor shall warranty the coating system for one calendar year, commencing at final acceptance. The contractor shall repair any coating failures during this time period at his cost. This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 97-23, as if stated in full text, as well as the terms and conditions of FAR 52.212-1. Offerors should complete and include a copy of the provision 52.212-3 Alt I, Offeror Representations and Certifications-Commercial Items, with the offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
