- Description
- The Environmental Protection Agency (EPA), through its Office of Emergency and Remedial Response (OERR) under the Office of Solid Waste and Emergency Response (OSWER), has a requirement for management and analytical support services in the planning, management, implementation, and evaluation of the Superfund program. These activities include support for the following: Strategic Planning and the Government Performance Results Act (GPRA) Requirements; Resource Management; Communications Outreach and Environmental Justice; Guidance and Regional Support; Regulation and Legislative Analysis; Training; Facilitator and Conference Support; Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS); Technical Research; Analysis and Evaluation of Technical Data; Technical Coordination and Integrated Methodologies; and Design and Construction Support. This effort is being competed on a full and open competition basis -- all responsible sources may submit a proposal which shall be considered by the Agency. The Government anticipates award of one (1) cost reimbursable Cost-Plus-Fixed-Fee (CPFF), Level of Effort (LOE) contract for a total performance period of sixty (60) months which consists of the following: a Base Period with a twenty-four (24) month Period of Performance and an estimated LOE of 50,400 Direct Professional Labor Hours (DPLH) with six (6) Quantity Options of 5,000 DPLH and five (5) Quantity Options of 2,000 DPLH; an Option Period 1 with a twenty-four (24) month Period of Performance and an estimated LOE of 75,600 DPLH with nine (9) Quantity Options of 5,000 DPLH and five (5) Quantity Options of 3,000 DPLH; and an Option Period 2 with a twelve (12) month Period of Performance and an estimated LOE of 42,000 DPLH with five (5) Quantity Options of 5,000 DPLH and four (4) Quantity Options of 2,000 DPLH. The anticipated release date for the Request for Proposals (RFP) is April 2001. The purpose of this CBD announcement is to notify potential offerors of EPA's requirement, generate the source list, and to direct interested parties to the EPA Office of Acquisition Management's (OAM) homepage on the "Doing Business with EPA" Internet World Wide Web site (http://www.epa.gov/oam/srpod) for further information on this procurement as it becomes available (telephonic requests for information relating to this procurement will not be honored). In an effort to streamline the procurement process, and to utilize the Internet and electronic communications to the maximum extent possible, the subject RFP, amendments and other related items for this procurement will be posted on this Web site. Also posted on the Internet will be an ongoing status update to inform interested parties of current information related to the procurement. EPA does not anticipate printing copies of the RFP, therefore, Potential Offerors are requested to download the RFP and amendments from this location, rather than requesting hard copies from this office.
