Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), St. Inigoes, MD intends to contract for a base year and three option years with Honeywell, 5353 West Bell Road, Glendale, Arizona 85308 to lease, maintain, and provide upgrades and manuals to the SLS-2000 Global Postioning System (GPS) Ground Station. The resultant contract will reflect either a "lease to ownership" or lease to purchase" agreement. The period of the lease would include a 12 month base period and three option years each for a duration of 12 months. The system is required for compliance with the Federal Aviation Administrations (FAA) Local Area Augmentation System (LAAS) Program as well as the Department of Defense's (DOD) Joint Precision Approach Landing System (JPALS) Program objectives. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Honeywell is the sole designer, developer, and manufacturer of the SLS-2000, and the SLS-2000 is the only certified (Ground Type Acceptance and Operational Approved by the FAA) Special Category-1 (SCAT-1) system presently available. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their interest and technical capability to respond to this requirement any may submit information which shall be considered by the NAWCAD, Contracts department/ A determination by the Government not to compete with this proposed contract based on responses to this notice is solely within the discretion of the Government.
