- 17. This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI1001 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 97-23. The National Institute of Allergy and Infectious Diseases intends to negotiate on a sole-source basis using simplified acquisition procedures with Abbott Diagnostics of Chicago, IL for the following diagnostic reagents and enzyme immunoassay kits in the quantities indicated: Auszyme Monoclonal Kit, Cat. No. 1980-24, fifteen (15) each; AntiDelta Reagent, Cat. No. 3018-22, six (6) each; Ausab EIA Kit, Cat. No. 9006-24, fifteen (15) each; Corzyme EIA Kit, Cat. No. 9977-24, fifteen (15) each; Corzyme-M EIA Kit, Cat. No. 1236-24, two (2) each; Havab-EIA, Cat. No. 7895-24, twenty-five (25) each; Havab-M-EIA Kit, No Cat. No., four (4) each; HBE EIA Kit, Cat. No. 1235-24, eight (8) each; HCV-EIA, Cat. No. 4A14-24, twelve (12) each; HIV-EIA 1 & 2, Cat. No. 3A77-29, two (2) each and EIA Accessories Kit(s), Cat. No. 5785-24, ten (10) each. This is not a Small-Business Set Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 325413 and the small-business size standard is 500. These items will be delivered to a NIAID facility in Rockville, MD at intervals and in quantities to be determined by the end-user. This is a fixed-price contract and the FOB terms are "Destination." The anticipated period of performance will be 03/19/01 9/30/01. These items will be used to perform immunological tests to detect, analyze and quantify markers of hepatitis and human immunodeficiency virus on a wide variety of specimens. The tests performed will include Hepatitis A, B, C, D and Human Immunodeficiency Virus. These same kits and reagents have been used for over twenty years for consistency of results. It is essential that the same reagents continue to be used in order to maintain data integrity. Changing variables would prevent the correct interpretation of the experiment and thus cause harm to the existing experiment and mission of the Institute.
