Description

This is a sole source, combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and the test program outlined in FAR 13.3, as well as supplemental information provided herein. This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The United States Patent and Trademark Office plans to issue this requirement as a firm fixed price purchase order utilizing simplified acquisition procedures, which will be awarded to TIBCO Extensibility, Inc. of Chapel Hill, NC. TIBCO is the developer and sole provider of XML Canon products and is the only known source who can provide the software that has been selected. The U. S. Patent and Trademark Office plans to procure additional XML products, maintenance and services which shall consist of the following: 1) 50 User Licenses of XML Canon; 2) Publishing Licenses per processor; 3) Turbo XML 50 pack; 4) Training and Support; 5) Twelve Months of Maintenance. TIBCO has offered the PTO a credit for previously procured licenses of Turbo XML. This credit will be applied toward the procurement of the additional licenses to be ordered under this procurement action which is estimated at approximately $46,000.00. PTO has selected the TIBCO products because of its comprehensive development platform and ability to create and manage enterprise XML assets. Included in the XML Development Platform is a design time repository that manages the development and deployment of schemas and their components utilizing a Web-based interface and client applications. The XML products offer the PTO a Development Platform that can facilitate adaptability, reuse, collaboration and management of schemas as well as their components both internally and externally. The key features offered by the XML Products are a) Distributed Collaboration and Management; b) Client Integration; c) XML Vocabulary and Component Reuse; d) Enterprise-Level Administration Console; e) Comprehensive On-Site Training; and, f) Distributed Publishing Environment. This announcement constitutes the RFP and is the only solicitation that will be issued. A sole source proposal is being requested pursuant to this announcement and shall reference requisition number 192P0150260. This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 97-23, as if stated in full text, as well as the terms and conditions of FAR 52.212-1. A proposal shall be delivered to the Patent and Trademark Office, Office of Procurement, 2011 Crystal Drive, CPK 1, Suite 810, Arlington, VA 22202, Attention: Ms. Joan Hanicak, no later than 2:00 PM (EST) on March 02, 2001.
