Description
The U.S. Army Robert Morris Acquisition Center-Natick (USA RMAC-Natick) located at the U.S. Army Soldier and Biological Chemical Command, Soldier Systems Center in Natick, MA, on behalf of the United States Marine Corps (USMC) and the U.S. Army in Natick, MA, is conducting a market investigation to identify domestic products, suppliers and manufacturers of Cushion Inserts. The North American Industry Classification Standards (NAICS) code is 316219 with a size standard for this industry of 500 employees. Firms responding to this announcement shall indicate whether or not they are a small business. Interested sources shall include information detailed in the CBD Note 25 regarding a firm's experience, personnel, and facilities. The USMC and U.S. Army are interested in locating firms with the capability to provide cushion inserts suitable for military use to include the following: Interested parties shall submit no more than three different cushion insert samples accompanied by corresponding technical data indicating the performance results of independent laboratory testing of cushion inserts as described in this announcement. Specifics on the testing requirements shall be in accordance with (IAW) PD 97-03B. For each sample: Type 3 inserts are being requested, cushion inserts shall fit a Size 10R boot, and shall not interfere with the fit of footwear, and should approximate the current dimensions to minimize the fit problems. Each cushion inserts package sample shall have been tested by an independent testing laboratory using the following performance tests: 1. Density; IAW ASTM D3574; 2. Tensile Strength; IAW ASTM D3574; 3. Compression Set; All Materials, Maximum and at 77 degrees IAW ASTM D3574; 4. Fabric Abrasion Resistance (if applicable); Martindale, Dry and Wet,IAW SATRA PM 31 or equal; 5. Shock Attenuation; Forefoot and Heel, dry and saturated (if applicable) IAW ASTM F1614-99 for the following variables: a) Peak g, Time to Peak g, Energy Return, and Maximum Penetration. This test shall be executed on top of the following standardized condition: -- Insert shall be placed on top of an Infantry Combat Boot (IAW PD 97-03B) bottoming to include: -- Insole, rubber midsole, cushion midsole, outsole (Vibram Sierra 1276 ONLY). -- When requested by the independent LAB, Natick will provide this for testing. -- POC can provide places where this test can be executed, if Indusrty does not know of any facilities. 6. Moisture Absorption: Original Weight, and weight after full submersion in water for 5 minutes. All materials used in the inserts shall be in accordance with the Berry Amendment 10 USC para 2241. Information on the Berry Amendment can be found at http://farsite.hill.af.mil. Information submitted shall include product cost, literature and illustrations, relevant company background/experience. Pricing data shall indicate the inserts per pair price. Interested parties shall submit no more than three different sample pairs (3 pairs of each), technical data report, Berry Amendment compliance statement, business size statement and CBD Note 25 information no later than April 26, 2001. Any information submitted will not be returned. If a firm chooses to submit samples, be advised that no payment will be made by the Government for such samples.
