- Description
- The National Oceanic and Atmospheric Administration (NOAA), The National Geophysical Data Center Solar Terrestrial Physics Division (NGDC/STP) is proposing to contract on a sole source basis under authority 41 USC 253 (c) (1) with Dr. Kenneth W. Scully, 535 Bridlepath Drive, Earlysville, VA 22936 for the following tasks related to the Space Physics Interactive Data Resource (SPIDR) and the Environmental Scenario Generator Integrated Natural Environment (ESG/INE) systems. The data sets involved with this project, the Cosmic Ray, ACMES, RSTN and NCEP/NCAR, were included in the initial version of SPIDR, which = was developed by Dr. Scully. Dr. Scully has an understanding of theses = data types as well as both mySQL and Empress which gives him a great advantage both in term of ability to perform the job as well as ability to get it done efficiently. Tasks will include: 1) Port the existing Cosmic Ray, NCEP/NCAR, RSTN and ACMES Databases from Empress to mySQL modifying all existing C load, access and inventory routines to use Java/JDBC; 2) Develop and implement optimization plans for the GOES-SXI archive; 3) Provide maintenance for the existing SPIDR databases and support to the data mangers in using/modifying existing software to = meet STP requirements; 4) Provide on-site maintenance and installation of = the developed software as necessary. The system shall be delivered with = full HTML based documentation of both code and system properties. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures ($100,000 or less). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted = in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government=92s best interest and must address qualifications = pertinent to this requirement.
