- THIS SOLICITATION IS BEING ADVERTISED ON AN "UNRESTRICTED" BASIS INVITING FULL AND OPEN COMPETITION. The SIC Code for this Solicitation is 234110: The Size Standard is $27,500,000. Highway and Street Construction, Except Elevated Highways -- General Contractors. Repair Streets & Storm Sewers At Laurel Bay Housing Area, Marine Corps Air Station, Beaufort, SC. This project includes milling and resurfacing asphalt paving in the housing area, pavement marking, sealing of existing driveways, new driveway extensions, stump and root removal in paved areas, repairs to curbs, gutters, sidewalks, storm drainage inlets and incidental related work in the Laurel Bay Housing Area at the Marine Corps Air Station, Beaufort, S.C. The contractor shall furnish the managerial, technical, administrative, supervisory, direct labor, and overhead personnel as necessary to perform the requirements specified in this contract, and shall provide equipment, repair parts, material, supplies, transportation, and tools, except when designated as Government furnished, to perform all require work. The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal conforming to the solicitation will be "BEST VALUE" to the Government, price and technical factors considered of equal importance. The Technical Factors to be addressed are: Technical Qualifications, Past Performance, Construction Schedule and Small Business Subcontracting Plans. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE Terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. The Government intends to issue the solicitation on or about 21 March 2001. The entire solicitation, including plans and specifications, is available for viewing and downloading at www.esol.navfac.navy.mil. Prospective Offerors MUST register themselves on the web site. The official plan holder's list will be maintained and can be printed from the web from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.
