- Description
- PRE-SOLICITATION NOTICE. Furnish all labor, materials, and equipment necessary to reconfigure the Sabine Bank Lighthouse structure. The structure is a 95-year-old lighthouse, located approximately 15 nautical miles offshore from Sabine Pass, Texas, in the Gulf of Mexico. The water depth at the lighthouse is approximately 20 feet. The work consists of demolishing and removing the lighthouse structure above the caisson foundation, replacing the structural main deck at the top of the caisson and installing a new 55-foot tall steel skeleton tower on the main deck. Additionally, the caisson foundation will be rehabilitated with all steel surfaces above the water line to be blasted and painted and installation of new access ladders and main deck handrails. There is a charge of $30.00 for the bid package. The check should be made payable to the U. S. Coast Guard and forwarded to CEU Miami. The request for a bid package must be submitted in writing. Inquiries concerning this project can be faxed to: (305) 278-6696. The estimated price range is between $500,000.00 and $1,000,000.00. The applicable NAICS Code is 234990, with a three-year average annual receipts small business size standard of 27.5 million. Bid guarantee, payment, and performance bonds are required. This procurement action is being considered for 100 percent set-aside for HUBZone small business concerns. Interested HUBZone small business concerns should indicate their interest to the Contracting Officer, in writing, as early as possible but to be received not later than 15 calendar days from this notice. As a minimum, the following information is required: (a) a copy of the certificate issued by the SBA of your qualifications as a HUBZone concern, (b) a positive statement of your intention to submit an offer for this solicitation as a prime contractor, (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers and (d) provide evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor not being considered as an interested HUBZone concern. If adequate interest is not received from HUBZone concerns by close of business 15 calendar days from the date of this notice, this solicitation will be issued on an unrestricted basis without further notice. Therefore, replies are requested from all concerns, as well as from HUBZone concerns. It is anticipated that the bid package will be available in early April 2001.
