THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number DAAH23-01-T-0140 is being issued as a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-22. The NSN is 2840-01-191-7811 and the Part Number is 23053176. This is applicable to the T63 turbine engine. The contract line item number is 0001AA, the quantity is 70, and the unit of measure is each. PRON: AX1J0017AX. Inspection and acceptance at ORIGIN, Inspection requirements: 52.246-2, 52.246-11, 52.246-l6, ISO 9002 or equivalent. Delivery is 150 Days After Contract Award (DACA). The consignee for 35 each is Def Dist Depot Red River, Receiving Bldg 499, 10th Street and K Avenue, Texarkana, TX 75507-5000 and for 35 each is XU Transportation Officer, DDSP New Cumberland Facility, Building Mission Door 113 134, New Cumberland, PA 17070-5001. FOB is ORIGIN. Packaging requirements are: Quantity Unit Package (QUP) is 001. MIL-STD-129 markings shall apply. Level of Preservation (LOP) is Military and Level of Pack (LPK) is A. Certified for National Defense under the Defense Priority and Allocations System -- Rating -- DOA1 (FAR 52.211-14, Defense Priority Rating for National Defense Use (Sep 1990)). Justification for other than full and open competition is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This part is a commercial/non-developmental/off-the-shelf item. As such, it is now governed by the Federal Aviation Administration (FAA) rules. Current FAA approved sources are: Rolls-Royce Corp, Cage Code: 63005 and Aviall Services Inc, Cage Code: 22819. Other prospective sources must qualify through the FAA under the Part Manufacturer Approval (PMA). This procurement requires prequalification. Firms that recognize and can produce the required item described above are encouraged to identify themselves. All responsible sources may submit an offer, which shall be considered by the Agency.
