Description
66-This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This solicitation document incorporates all provisions and clauses in effect through Federal Acquisition Circular 97-11. The solicitation number is DE-RQ26-01FTS00254 and is being issued, on March 02, 2001, as a Request for Quotations using Simplified Acquisition Procedures under FAR Part 13. Only written offers received by March 27, 2001 in accordance with the solicitation, will receive consideration and responses must convey the ability of the offeror to meet the stated requirements. The documentation shall include descriptive literature containing sufficient technical literature to establish a bonafide capacity of meeting this requirement. The specific activities and /or services to be provided under this procurement action shall consist of the following: 1. Provide an Electrical Low Pressure Impactor (ELPI) continuous real time air particle size distribution monitor that must have the following features: a. Perform real time continuous particle size distribution and particle concentration measurements from an ambient air source; b. Use an electrical particle detection method that is non-destructive to the particles being measured; c. Collect at least 13 different size separated particle samples that can be recovered and subsequently analyzed by other methods; d. Encompass a size range of particles detected and collected from (D 50%) 0.03um to 9.9um aerodynamic diameter; e. Have a measurement or particle detection response time of 5 seconds or less; f. Include an interface to a standard MS Windows based personal computer for the purpose of data collection, display, and analysis; g. Include MS Windows based software to display collected data on a real time basis (within the same time frame as the detection response time); h. Include MS Windows based software that displays performance information, useful to determine maintenance intervals and integrity of the data being collected and displayed.
