Description
This announcement for Reliability Centered Maintenance (RCM) support for the U.S. Marine Corps Direct Reporting Program Manager -- Advanced Amphibious Assault (DRPM AAA) supersedes CBD Submission No. 50A7J8 dated 11 Jan 01. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23 and DFARS Acquisition Circular DCN 20001213 Edition. This is an unrestricted solicitation for a Commercial Item acquisition. The complete solicitation containing the CLINS, Statement of Work, Instructions to Offerors, Evaluation Criteria, Offeror Representations and Certifications and Contract Terms and Conditions is located at the following website: www.aaav.usmc.mil. At the website, click on "Request for Proposals" and then click on "Reliability Centered Maintenance (RCM) Support." The solicitation will only be available by downloading the documents from the website. A written solicitation will not be issued. Interested offerors desiring to submit a proposal for this requirement shall prepare and submit their proposal in accordance with the solicitation at the aforementioned website. The contractor performance location and FOB point is the AAAV Worth Avenue Technology Annex, 14041 Worth Avenue, Woodbridge, VA 22192-4123. The DRPM AAA requirement is generally described below. The detailed SOW is in the solicitation at the website addressed above. DRPM AAA has a requirement for Reliability Centered Maintenance (RCM) training, technical support, and facilitator mentoring to support the Advanced Amphibious Assault Vehicle (AAAV) currently under development at the AAAV Technology Center, 991 Annapolis Way, Woodbridge, VA 22191-1215. The AAAV will replace the current Assault Amphibious Vehicle (AAV). The AAAV will carry up to 17 combat equipped Marines from a Navy ship to a specified inland target and conduct land operations anywhere in the world. The vehicle is designed to accomplish this by traveling for up to 25 nautical miles over water at speeds in excess of 20 knots and then seamlessly reconfiguring to a land mode with the capability to travel up to 250 miles inland without refueling. The program is currently in its Engineering, Manufacturing and Development (EMD) acquisition stage. For purposes of RCM analysis there is no historical data on the AAAV. The requirement is to facilitate application of the Reliability Centered Maintenance (RCM) process on the AAAV. Proper application of RCM will reduce life cycle costs and enhance supportability of the AAAV. This plan will insure that individual and team training will be systematically conducted such that AAAV can conduct and sustain this process without contractor support at the conclusion of this solicited effort. Any RCM process applied shall be fully compliant with Society of Automotive Engineers (SAE) Standard JA-1011. Currently, 1013 vehicles are planned for production and the AAAV fleet is expected to have a life cycle of about 30 years. This quantity of 1013 is split into 2 configurations; 935 personnel variants configured to carry the 17 combat equipped Marines as described above and 78 command variants configured to house associated command and control equipment/staff needed to command the personnel variants. The type of contract contemplated is a Commercial Item Indefinite Delivery /Indefinite Quantity contract against which firm fixed price task orders would be issued to include the following tasks and optional tasks if exercised. In Task 1, the contractor shall provide technical support and mentoring of DRPM AAA facilitators on AAAV systems and subsystems during the period 1 Apr 01 -- 30 Sep 01. In Task 2, the Contractor shall provide RCM practitioner training for two persons during the period 1 Apr 01 -- 30 Sep 01. At completion of Task 2, the trainees shall be able to fully apply the RCM process to train additional personnel in the RCM process without further need for training/certification/licensing by the contractor. The contract will contain options for additional RCM training and support from 1 Oct 01 through 30 Sep 02. The competition is being conducted under FAR Parts 12 and 13 as part of the FAR 13.5 test program. This competition is not being conducted under FAR Part 15.
