- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STEAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS AWARD WILL BE SET ASIDE FOR SMALL BUSINESSES. THE AWARD WILL BE MADE USING SIMPLIFIED ACQUISITION PROCUREDURES UNDER THE TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-22. The associated North American Industrial Classification System (NAICS) Code for this procurement is 541430 with a small business size standard of 5 million. The National Institute of Standards and Technology's (NIST) Manufacturing Extension Partnership (MEP) Program has a requirement to design a 360vu Brand Launch to NIST MEP, MEP Network of Centers and Small Manufacturers. The Contractor shall provide the following: Collateral Materials: 1. The design, comps, desktop and preparation of electronic graphic files, with exceptions as noted, for 360vu brand launch tasks. Photoshop, Adobe Illustrator/Aldus Freehand are programs of choice for 360vu. NOTE: Files should be Mac-based. In the case of the Decision Kit template and Microsoft Powerpoint templates files should be PC-based. Where noted, fabrication is required. All components are to visually align with and complement visual identity standards and typefaces for the 360vu brand, now existing in draft. 2. 360vu Decision (Sales) Kit. Locate off-the-shelf packaging solution for contents of 360vu Decision Kit; i.e., 3-ring binder or expandable envelope with dividers, etc. to hold primarily one-page and multi-page information sheets, 8 x 11. Add identity to packaging through 360vu stickers or using alternative solution, and design and provide simple 360vu information sheet templates in Microsoft Word (PC version) to be used to populate the kit. 3. "What is 360 vu" one-pager for use with NIST MEP collateral materials,8 1/2 x 11, two-sided, 4-color plus spot. (Note that this piece is to visually complement existing NIST MEP visual identity) 4. 360vu 4-color plus spot pocket folder, 3 panels, 2 pockets, with die and business card cuts. 5. 360vu 4-color promotional brochure, 17x11 gatefold to 8 1/2 x 11, 2 stock photos. 6. Case Study Booklet, 16 pages + covers, 4-color plus spot, spot illustrations, 5 stock photos, possible additional NIST or center-supplied photos. 7. 2 types of 360vu shell paper, one with 360vu center-type mark, the other with 360vu corporate mark. 4 spot colors. 8. 360vu fact sheet shell paper, 4 spot colors 9. 360vu successes shell paper, 4 spot colors 10. 360vu note card, 4 spot colors 11. 360vu Impact Report template (equivalent to MEP "Making a Difference") 17x11 folding to 8 1/2x11, 4-color plus spot, 1-2 pie charts, 2 bar graphs, 3 graphs. 12. 2 Template for extra flyers, one 2-panel, one-fold; the other 3-panel, 2-fold. Promotional Materal: 1. 3 large-scale 360vu banners 60" square, orange, white, light and dark gray (include fabrication and installation at MEP Gaithersburg site) 2. 30 smaller-scale 42" square 360vu banners, orange, white, light and dark gray (including fabrication, and special packaging for 360vu centers. 3. 360vu stickers. Design, provide electronic art in appropriate format, identify vendor, design packaging for stickers for mailing and help in establishing the process by which MEP centers can order from MEP. 4. 360vu lapel pins -- -design, art in appropriate format, identification of vendor from which MEP network centers can order and working out a process for ordering. 5. 360vu calendars, tear-off block type, 360 pages, design, electronic art for printing. Locating source and setting up process by which network centers can place orders. Communications Material: 1. 360vu newsletter for the MEP network: banner design, template and specs for body, 18 x 15.5 folding to 9 x 15.5, 4 pages, self-mailer. 2. 360vu newsletter for SMEs (small manufacturing enterprises): banner design, template and specs for body, size appropriate for economical mailing, self-mailer. 3. Powerpoint Template for 360vu: one MEP version compliant for NIST, another version for 360vu corporate and the third for 360vu centers. On-Line Collateral: 1. For web-based media below, all design is to be done in compliance with most up-to-date ADA standards. NIST and MEP standards will be supplied. Usability will be paramount and will drive design. 2. Splash Page design, programming and testing for the NIST MEP Internet site. 3. For web-based media below, all design is to be done in compliance with ADA and MEP standards. 4. Web site concept, design and templates for 360vu web site consisting of home page, 8 daughter page shells and shells for 4 "pages" beneath each daughter page. NIST MEP would do architecture and programming, testing and implementation. Exhibits: Retrofit 3 existing exhibit structures with new panels reflecting 360vu brand and messages using durable, high quality material such as laminated duraflex or like material. 1. 20'x approx. 7' serpentine pop-up exhibit structure with 7 panels and separate tower plus three portable tables requiring new front/side graphics 2. 10'x approx. 7' Nomadic "Gemini" pop-up exhibit structure with 4 panels. 3. 6 ft square curved pop-up tabletop exhibit structure with 3 panels. 4. 'Design modifications to exhibit (now referred to as "Comdex" exhibit) to make it a 360vu exhibit. The exhibit consists of a 7' high triangular center structure with three vertical surface spaces for large-scale laminated inkjet prints and 6 pods with central vertical pylons topped off with sail-like panels that each hold 2-sided laminated inkjet graphics. 360vu Product Line: Concept, design and templates of packaging, promotional, and training materials for 360vu product lines, working from three currently existing lines, but with the ability of adapting future product lines to these templates. The lines are: Lean, eBusiness and Professional Business Advisor. The following is required: Training Materials: Lean has ten courses, eBusiness has eight courses and Professional Business Advisor has ten courses. Course material templates are required for each course in each product line. Examples of templates needed are: 4 covers (in the case of binders, one cover plus spine), TOC, acknowledgments page, 360vu introductory page, chapter pages, chapter text pages, and possibly three others unique to one product line or another. For each course the following is needed: Participant Workbook, 8 1/2 x 11 plastic spiral-bound (no GBC), 3-4 color, Trainer Guide, cover approx. 9 1/2 x 11 3/4 and spine to fit acetate pockets of 3-ring binders, Instructor Guide -- -same as trainer guide above, Tab divider design and template for each product line, Powerpoint templates for each product line, CD label template, Floppy Label template, Labels for large traveling fiberboard cases containing Lean materials. Sales Kits: Standardized packaging for sales kits for all three product lines: off-the-shelf solution, personalized; Fact Sheets: 4-color for 1 and 2 -sided pieces describing product, courses, etc. design, desktop and electronic graphic files; Product Stationery: design, desktop and electronic graphic files. Marketing Pieces for Products: 3 Direct Mail pieces in a series for each product line, each one 4-color plus spot, 40 x 5 folding to 10 x 5 . with pocket construction to contain progressive engagement/teaser cards to be designed as well; Pocket folder, four color plus spot, for each product line to contain: description of product line and accommodate 10-12 inserts for which templates and the actual inserts would need to be designed as well. Also, each pocket folder will accommodate a business card die cut and a one-page shell template for each product line. The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose quotation, conforming to this synopsis/solicitation, will offer the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: A. Portfolio showing breadth and depth of experience in conducting graphic design in corporate identity, collateral materials, design standards, creation and interpretation (through templates and standards manuals), exhibits, signage, web design and programming, and multimedia design and programming. Must have distinction between work done by current employees and former employees and subcontractors. B. Evidence of ability to provide and manage expert design staff/subcontractors such as creative director/art director, graphic, web and interactive presentation designers, and copywriter (resumes included). C. Evidence of experience and capability in organizational skills in directing contracts and conducting work. The period of performance for this award is from the effective date of award to September 30, 2002.
