Description
This Naval Air Systems Command effort modifies the existing synopsis (number 20074 published 20 July 2000) for Standard Depot Level Maintenance (SDLM) and concurrent installation of Block-89A upgrade kits in addition to stand-alone installation for modification of Block 82 and Block 89 EA-6B aircraft to the Block 89A configuration to include an option for the FY-02 requirement. The Block 89A upgrade results in the incorporation of common avionics non-development items into the aircraft (ARC-210 radio, embedded global positioning system/inertial navigation system and the integration of an existing high speed integrated circuit card into the AYK-14 computer). The original synopsis reflected requirements for a total of approximately 14 upgrade kit installations (2 concurrent with SDLM and 12 stand-alone), in addition to provisioned line items for repair-incident-to-modification (RIM), over and above effort, and installation of government furnished kits (AFCs) should they be required. The synopsis is hereby amended to include an option for the FY-02 requirement which consists of SDLM and concurrent installation of Block-89A upgrade kits in 5 aircraft in addition to stand-alone installation (i.e. without concurrent SDLM) of 2 additional Block 89A kits. The Government intends to negotiate a firm fixed price contract with firm priced options with Northrop Grumman Corporation (NGC), St. Augustine, FL pursuant to Title 10 U.S.C. 2304(c)(1), only one responsible source. NGC is the sole designer, developer, and manufacturer of the EA-6B airframe, and as such is the only known source with the engineering expertise, source data, facilities and knowledge to provide the required effort.
