- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplementd with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ITEM NO SUPPLIES/SERVICES QUANTITY UNIT UNIT PRICE AMOUNT 0001 32 Each Van FFP -- Van, 8-passenger, 4-door, 4x2, 5-speed manual transmission (see vehicle specifications) PURCHASE REQUEST NUMBER M20223-01-RC-00032 VEHICLE SPECIFICATIONS GENERAL DESCRIPTION: Van, 8-passenger, 4-door, 4X2, 5-speed manual transmission VEHICLE DIMENSIONS: Minimum Overall length 4,690 mm Overall width 1,690 mm Overall height 1,950 mm Wheelbase 2,600 mm Tail gate height 595 mm Compartment length 1,515 mm Width 1,535 mm Height 1,350 mm Diesel engine displacement 2,499 cc VEHICLE SPECIFICATION: 1. Power Steering with steering column on right side of vehicle for left side of road operation. Steering conversion kits of any kind are not acceptable. 2. 5-speed Manual transmission. 3. Exterior Color: White 4. Interior Color: Standard Manufacturers Color. 5. Seats: Manufacturers standard. 6. Tires: Manufacturers standard. 7. Brake system: Manufacturers standard type. 8. Standard factory air conditioning for front and rear. 9. AM/FM Factory standard Radio. 10. Battery: Manufacturers standard. 11. Rear view mirrors: One (1) located inside cab, One (1) external on each front door and one (1) for rear door. STANDARD REQUIREMENTS FOR ALL VEHICLES: 1. Each vehicle is to have a spare tire and all standard jacks and tools required for changing tires. 2. Fire extinguisher, 2lb multipurpose dry chemical shall be provided for each vehicle. REQUIREMENTS OF GOVERNMENT OF JAPAN SAFETY STANDARD: 1. Headlights adjusted for left side of road operation. 2. Horn. 3. Windshield wipers with washer. 4. Back-up warning alarm that activates automatically when reverse is engaged. 5. Turn signal lights must be amber in color. Turn signal must be separate from stoplights. 6. Stoplights must be red in color and separate from turn signal. 7. Pollution devices to control emissions from engine crankcase and exhaust. 8. Four-way flasher combined with turn signals. 9. Safety glass installed in all the vehicle windows. 10. 3-point seatbelts for vehicle operator and all passengers (include 2nd, 3rd-rear seats.) 11. Emergency flare and triangle reflectors. WARRANTY: 1. Local vehicle warranty administrator 12,000 km/One (1) year 2. All warranty service and repair parts must be available on the island of Okinawa, Japan. 3. 1 and 6 month or 1,000 km and 5,000 km whichever comes first warranty/service inspections. 4. Inspection date will be responsibility of the Contractor Company. 5. The contractor will provide transportation for warranty/service work and inspections. CORROSION CONTROL: 1. Rustproofing treatment to be done with "Ziebart" product. 2. Internal hidden crevices, panels and beams will be treated with anti corrosion material. 3. Undersides and undercarriage will be treated with black undercoating material. Finished material will not be tacky, sticky or smear to the touch. 4. Exterior area will be treated with paint protection. REQUIREMENT: 1. One (1) operation manual for each vehicle. 2. One (2) parts manual for the type of vehicle. 3. One (2) repair manual for the type of vehicle. 4. One (1) copy of warranty for each vehicle. 5. One (1) vehicle registration form for each vehicle. 6. Manuals will be written in the Japanese language. This solicitation incorporates clauses and provisions effective through Federal Acquisition circular (FAC) 97-23. The following clauses, provisions and addenda apply: FAR 52.212-1, Instructions to Offerors-Commercial Items. Offerors are required to complete and include a copy of the following provisions with their proposals. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; clause FAR 52.212-4, Contract Terms and Conditions-Commercial Items; Clause 52.212-5 Contract Terms and Conditions Required to Implement Statues and Executive Orders. The following additional clauses apply: Provision 52.212-2 Evaluation-Commercial Items; applies with paragraph (a). The following factors will be used to evaluate offers: In ascending order of importance 1. Technical capability of item. Item offered must meet or exceed the specifications. 2. Price 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items DEC 2000 52.214-34 SUBMISSION OF OFFERS IN THE ENGLISH LANGUAGE (APR 1991) 52.233-2 SERVICE OF PROTEST (AUG 1996) (a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from Mr. Conrad Howard, PSC 557, BOX 2000, FPO AP 96379-2000. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. (End of provision) DESIRED AND REQUIRED TIME OF DELIVERY (FAR 52.211-9) (JUN 1997) (a) The Government desires delivery to be made according to the following schedule. However, the offeror's proposed delivery schedule must not extend the delivery period beyond the time for delivery in the Government's required delivery schedule as follows: Required Delivery Schedule Item No. Quantity Within DaysAfter Date of Contract 0001 32 90 Offers that propose delivery of a quantity under such terms or conditions that delivery will not clearly fall within the applicable required delivery period specified above, will be considered non-responsive and rejected. If the offeror proposes no other delivery schedule, the desired delivery schedule above will apply. Offeror's Proposed Delivery Schedule Item No. Quantity Within DaysAfter Date of Contract 0001 __________ _____________ (b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed or otherwise furnished to the successful offeror results in a bind contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day the award is dated. Therefore, the offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (i) five calendar days for delivery of the award through the ordinary mails, or (ii) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered non-responsive and rejected. (END OF CLAUSE)
