Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. R1-01-13 is issued as a Request for Proposals. This contract will be a firm fixed-price contract awarded for the base year (from date of award through September 30, 2001) with option to extend for four (4) additional one (1) year periods (October 1 through September 30 of the respective calendar years). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Option year amounts (ordered per year) will be as follows: Padlocks 8,000 minimum and 15,000 maximum; Keys 2,000 minimum and 6,000 maximum; Cylinder (Yale 1152 or equal) 200 minimum and 2,000 maximum; and Cylinder (Yale 1802 or equal) 10 minimum and 200 maximum. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-21. This solicitation is unrestricted. The North American Industry Classification System (NAICS) for this procurement is 332510, Hardware Manufacturing. The Small Business Size Standard is 500 employees. Item descriptions and quantities for the base year needs are as follows: Line Item 01 -- Padlocks, equal or better than Yale 7324. Keyed to Forest Service keyway. No keys. 8,600 units are needed. Line Item 02- Padlocks, equal or better than Yale 7314. Keyed to Forest Service keyway. No keys. 2,000 units are needed. Line Item 03 -- Keys, FS, marked "Do Not Duplicate". Packaged 50 to a box (60 boxes total) 3,000 units are needed. Line Item 04 -- Cylinder with cylinder ring, equal or better than Yale 1152. Keyed to Forest Service keyway. 1 1/8 inch size (1 1/8"). 800 units are needed. Line Item 05 -- Cylinder with cylinder ring, equal or better than Yale 1152. Keyed to Forest Service keyway. 1 1/4 inch size (1 1/4"). 350 units are needed. Each cylinder shall be individually boxed and labeled and ready for shipment, as needed. Line Item 06 Cylinder equal or better than Yale 1802. Keyed to Forest Service keyway. Each cylinder shall be individually boxed and labeled and ready for shipment, as needed. Items will be used nationwide by the U.S. Department of Agriculture, Forest Service, to secure real property, such as: buildings, storage areas, perimeter gates, forest road gates, and fuel pumps. One key is used by all Forest Service personnel. All items shall have US4 finish (dull brass). Padlock shall have a hardened steel shackle with a pull test strength of 1500 pounds tensile force or greater. Padlock shall be stamp marked "FS". NO keys shall be provided with the padlock. The Forest Service Keyway is FL26525 and is a 5 pin keyway. Keys shall be marked "Do Not Duplicate". Padlock shall be individually wrapped with six (6) per box and forty-eight (48) padlocks per case. All boxes for all items shall be labeled at ends with the Contract Number, Item Number, Contents and Quantity. The Forest Service will be evaluating proposals on past performance history related to providing padlocks that function in all expected weather conditions, resist corrosion, and resist tampering. Locks and keys will also be tested for suitability of incorporation into existing stock-on-hand (locks and keys shall work smoothly and be interchangeable, no hanging up of keys in keyway, unsmoothness of lock and key function, etc). Award will be made to the offeror whose proposal is the best value for the Forest Service comparing price vs. technical quality. Technical evaluation factors, in total, are significantly more important than price. The Government is willing to pay more for technical and functional superiority. Between proposals of equal technical quality, price will be the determining factor. Offerors should include a list of all relevant projects completed within the last three (3) years, including a reference name, phone number, project description and amount, problems encountered and/or overcome, and whether or not project was completed in a timely fashion. Delivery destination for Line Items 01 and 02 is USDA Forest Service, Regional Field Service Facility, 1615 Catlin Street, Missoula, Montana 59801. Delivery time for Line Items 01 and 02 shall include two (2) shipments; one at 60 days and the final at 90 days after contract award. Line Items 03 through 06 shall be delivered 60 days after contract award. Delivery destination for Line Items 03 through 06 is USDA Forest Service, 200 East Broadway, Missoula, Montana 59807. Invoices shall be submitted to: USDA Forest Service, Acquisition Management, P.O. Box 7669, Federal Building, Missoula, Montana 59807. Offeror shall submit five (5) padlocks and five (5) keys for product testing. Locks shall be submitted with the Contractor's initial proposal. Samples will be destroyed in testing. Offeror may use readily available product literature to provide a technical description of the products offered. Offers, including all technical data required, signed Standard Form 1449 Solicitation/Contract/Order for Commercial Items; any completed certifications and padlock and key samples, shall be sent to Contracting Officer, Selena Odlin at USDA Forest Service, Regional Office, PO Box 7669, (200 East Broadway), Federal Building, Missoula, Montana 59807.
