Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being required and a written solicitation will not be issued. The provisions and clauses in this RFQ are those in effect through FAC 97-22 and DCN 20001213. This requirement is unrestricted. The Regional Contracting Department, Pearl Harbor, Hawaii intends to negotiate a sole source contract with Rohde & Schwarz for the following: Item 0001-Miniport receiver, Model (Mdl) EB-200, P/N: 4052.2000.02, Frequency: 10kHz to 3GHz, Demodulation of AM, FM, CW, USB, LSB, 12 IF BW, RS 232 interface, Frequency & memory scan, includes AC power supply; Qty 1 EA; Item 0002 -- Digiscan Frequency Spectrum Option, Mdl EB-200DS, P/N: 4052.9604.02; Qty 1 EA; Item 0003 -- IF Panorama Option, Mdl EB-200SU, P/N: 4052.3206.02, Qty 1 EA; Item 0004 -- LAN TCP/IP, Mdl EB-200R4, P/N: 4052.9156.02; Qty 1 EA; Item 0005 -- Carrying Case w/antenna, strap & headset, Mdl EB-200SC, P/N: 4052.9304.02, Qty 1 EA; Item 0006 -- Rechargeable Battery Pack, Mdl EB-200BP, P/N 4052.4102.02, Qty 1 EA; Item 0007 -- Set of 3 Active Directional Antennas w/carrying case, 20 to 3,000 MHz for EB 2000, Mdl HE-200, P/N 4050.3509.02, Qty 1 EA; Item 0008 -- HF Dipole for HE 20, 10kHz to 20 MHz (fits in HE 200 case), Mdl HE-200HF, P/N 4051.4009.02, Qty 1 EA; Item 0009 -- Measurement software ARGUSMON, Mdl RMSWIN, P/N 4049.9859.15. Delivery of all items FOB Destination to Pearl Harbor USCINCPAC, Bldg. 2C Basement, Room 6, Pearl Harbor, HI 96861-4020. 60 days ARO or sooner. The FSC Code is 6625. NAICS code and the small business size standard for this procurement is 334515 and 500 respectively. All contractors must be registered in the Central Contracting Registration database to be eligible for Department of Defense contract awards. All qualified responsible business sources may submit a quotation, which shall be considered by the agency. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at http://www.gsa.gov/forms/pdf_files/sf1449.pdf to submit a quotation. Quoters shall provide the following information required by FAR 52.212-3, Alt I, Offeror Representations and Certification -- Commercial Items. REVIEW OF AGENCY PROTESTS (FISCPH) (APR 2000) (a) The contracting activity, Fleet and Industrial Supply Center, Pearl Harbor (FISCPH), will process agency protests in accordance with the requirements set forth in FAR 33.103(d). (b) Pursuant to FAR 33.103(d)(4), agency protests may be filed directly with the appropriate Reviewing Authority or a protester may appeal a decision rendered by a Contracting Officer to the Reviewing Authority. (c) The Reviewing Authority for FISCPH is the Deputy Director, Regional Contracting Department (Code 200A), Fleet and Industrial Supply Center, Pearl Harbor, at 1942 Gaffney Street, Suite 100, Pearl Harbor, HI 96860-4549. Agency procurement protests should clearly identify the initial adjudicating official, i.e., the "Contracting Officer" or "Reviewing Official". (d) Offerors should note this review of the Contracting Officer's decision will not extend GAO's timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action. Proposals must be received no later than 10:30am, HST, 9 March 2001.
