Description
The Aviation Applied Technology Directorate proposes to acquire on an other than full and open competitive basis on-going engineering support to assist the AMCOM engineering team in their efforts to develop a new life management process for critical rotating components of the Army's T700 series engines. This inspection-based life management philosophy is a system where critical components are periodically inspected for cracks or defects and, if the part meets the inspection limits, it is returned to service for another period of use. The length of time the component can remain in the field after inspection is determined by the estimated crack growth rate. Parts found to have cracks or defects, which exceed a certain size, are discarded and parts free of cracks are returned to service for another inspection interval. It is anticipated that a cost plus fixed fee type modification with a period of performance of eight (8) months will be awarded to General Electric Aircraft, 1000 Western Avenue, Lynn, MA 01910. As the designer and manufacturer of the T700 line of turboshaft engines, GE has been deemed the only source that has the technical database and engineering resources to provide the detailed technical expertise and support that is required to develop an inspection-based life management philosophy for this engine line. The required engineering support/services include development and refinement of Finite Element Models of critical rotating component and assemblies, mission life analysis, low-cycle fatigue and crack growth analysis. It is anticipated that approximately 1600 engineering man-hours will be required for this effort. A priced option for an additional 12 months of support will be included in the modification. This notice is not a request for competitive proposals; however, all responses received from interested sources will be reviewed by the Government and given due consideration as required by law. This requirement will be executed as a modification to existing contract DAAH10-99-C-0027.
