Description
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to enter into a firm-fixed price purchase order on a sole source basis with Electro-Radiation, Inc., 39 Plymouth Street, Fairfield, New Jersey 07004 for a Laboratory demonstration of a compact and non-developmental anti-jam (A/J) module, the components of which shall fit on a single circuit card of dimensions 2.75" long x 2" tall x 0.5" thick. These tests shall assess the abilities of the subject A/J module to provide A/J suppression on rolling and non-rolling, gun launched projectiles with maximum body diameters in the range of 3.25" to 6.1". An appropriate antennae system consistent with traditional projectile designs shall be included in this demonstration. The A/J Module shall also demonstrate jammer suppression (while rolling) in both the acquisition and track (code & phase) phases of any existing GPS P/Y receiver (separate module). Tests and the generation of a final report shall occur within 3 months after award. The three primary tasks of this effort are: 1) Demonstrate that the components of the existing ISU can be repackaged into the Navy's Common GEU form. 2) Demonstrate that the repackaged ISU can meet the Army and Navy specifications for A/J performance in the presence of airframe roll rate, assuming a properly designed antennae system. 3) Estimate the schedule and resources required to execute a follow-on effort to repackage, gun hardened (>15,000 G's) and integrate ERI's A/J technology into a single circuit card as part of the Navy's Low Cost GEU program, presently being executed by C.S. Draper Labs, Cambridge, MA. This procurement is being issued under the Simplified Acquisition Procedures as a Combined Synopsis/Solicitation. The closing date is 09 March 2001. Anticipated award date of 13 March 2001. All items shall be priced FOB DESTINATION, DAHLGREN, VA. Offeror shall complete the representations at FAR 52.222-22 PREVIOUS CONTRACTS AND COMPLIANCE REPORTS (FEB 1999), and 52.222-25 AFFIRMATIVE ACTION COMPLIANCE (APR 1984).
