Description
TRADITIONAL CULTURAL PROPERTIES STUDY FOR THE DEVILS LAKE PROJECT, NORTH DAKOTA. Work involves archival research and consultation with members of the Spirit Lake Tribe, the Hidatsa of the Three Affiliated Tribes, and possibly other tribes, to determine if any traditional religious or cultural properties (TCPs) are located in the Devils Lake Project area. The contractor will evaluate the National Register of Historic Places eligibility of any TCPs which may be affected by the project in accordance with National Register Bulletin 38 and 36 CFR Part 60. The Devils Lake Project area includes Devils Lake and lands in its immediate vacinity, the proposed Peterson Coulee and Twin Lakes outlet alternatives, and along the Sheyenne River from the mouth of Peterson Coulee downstream to its confluence with the Red River near Fargo, North Dakota. Key study personnel must meet the Secretary of the Interior's professional qualification standards for historians, ethnohistorians, or cultural anthropologists (ref. 36 CFR Part 61, Appendix A, and Federal Register, June 20, 1997, vol. 62, no. 119, pp. 33707-33723). The minimum professional qualifications for a Historian and Ethnohistorian are (1) a graduate degree in history or closely related field (Public History, American History, American Studies, American Civilization, Historical or Cultural Geography, Anthropology, Ethnohistory, and Historic Preservation), plus a minimum of two years of full-time professional experience; or (2) a bachelor's degree in history or closely related field plus a minimum of four years of full-time professional experience. The minimum professional qualifications for a Cultural Anthropologist are (1) a graduate degree in Anthropology with a specialization in Applied Cultural Anthropology or closely related field (Sociology, Cultural Geography, Folklife, History, and American Studies), plus a minimum of two years of full-time professional experience, including at least six months of field work supervised by a professional Cultural Anthropologist; or (2) an undergraduate degree in Anthropology or a closely related field, with a specialization in Applied Cultural Anthropology, plus a minimum of four years of full-time professional experience, including at least twelve months of field work supervised by a professional Cultural Anthropologist. This procurement is set aside for small business concerns. NAICS Code is 541720; small business size standard is $5 million. Estimated price range is less than $100,000.
