Description
1. GENERAL CONTRACT INFORMATION: This solicitation is for one nationwide small business set-aside contract. The proposed service will be obtained by negotiated Firm Fixed Price Contract Task Orders, and will be mostly for Army Reserve projects. Projects will be awarded by Individual Task Orders not to exceed $500,000 with the maximum contract value being $1,500,000 for the base year. The base contract periods are one year, with options to extend for up to four additional one year periods. The maximum amount for basic contract periods and option years is $3,000,000 per year, for a maximum of $15,000,000 for the five-year contract duration. Award of this small business IDIQ contract is anticipated in the May 2001 timeframe. This contract will be awarded immediately after negotiations are completed. The estimated construction cost per project is approximately between $1,000,000 and $6,000,000. This announcement is open to all businesses involved in the small business program. To be eligible for award, a firm must be registered in the DoD Central Contractor Registrations (CCR) Register via the CCR Internet site at: http://ccr2000.com or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. The Louisville District and the Army Reserve plan to partner this Program. The selected firm will be required to attend annual three-day partnering workshops, to define the Users expectations of the A/E, create a positive working atmosphere, encourage open communication, and identify common goals. Significant emphasis will be placed on the A/E's quality control procedures as the District will not review quality into the project. The top ranked firm will be awarded the contract. If necessary, secondary selection criteria (f-j listed below) will be used as a tiebreaker among technically equal firms. Projects outside the primary area of responsibility may be added at the Government's discretion upon agreement of the selected firm. 2. MDS SPECIFIC INFORMATION: MDS is a personal computer (PC) based computer program developed to run on MicroStation/J Version 7.01.00.62 or greater. MDS was developed by the Corps of Engineers, Louisville District, primarily for the U.S. Army Reserve Program. In addition, MDS interfaces with the COE M-CACES cost estimating system software. MDS allows expedited design in the following design areas: Architecture, Interior Design, Structural, Mechanical (HVAC & Plumbing), Electrical, and Cost Estimating. It is anticipated that significant time savings will be realized through the use of MDS, especially through duplicative type of effort offered through multiple Task Orders of the IDIQ contract with the same design team. The selected firm will be solely responsible for the designs that they produce, and will become the "Designer of Record" for each individual project within their contract. Firms should have experience with using and writing project specifications in the SpecsIntact processing system. The selected firm will be responsible for all initial and subsequent costs regarding MDS training. Costs include full instructor's labor, travel, and training materials. Once trained, contractors will be responsible for subsequent training, or retraining, of all disciplines for reasons related to growth of work, reassignment, or loss of trained personnel. The disciplines required for training are Architecture, Interior Design, Structural, Mechanical, Electrical, and Cost Estimating. 3. PROJECT INFORMATION: the required project Task Orders under this IDIQ contract may include some or all of the following types of building structures: Training Centers (which include: admin, education, assembly, storage, special training & support spaces), Vehicle Maintenance Shops (which include: work bays, admin, special training, storage & support spaces), Stand-Alone Buildings (which include: unheated storage & Direct Support/General Support warehouses). Associated design effort may include: civil site design, controlled waste and flammable storage, demolition, and/or the renovation of existing facilities, environmental compliance, asbestos, lead, and PCB surveys and/or abatement & utility investigations. Other functions beyond tradition design may include: Develop "simplified design" approaches, using MDS, to carry out designs for the USAR Full Facility Revitalization Program; Update the MDS data this may be a part of project specific effort or as requested by the Army Reserve to create or update the specific specifications, graphic data, or MDS users documentation and related publications dealing with various types of design and construction criteria; Perform engineering feasibility studies, site assessments, and 1391 development related to new USAR projects and project sites; Provide MDS engineering, architectural, and cost estimating training on an as needed basis to government and private organizations; Provide construction services (engineering design during construction, shop drawing review, etc.) for Army Reserve construction projects). Construction cost estimating will be accomplished using the Micro-Computer Aided Cost Estimating System (M-CACES) software (software and database will be furnished). Specifications must be electronically developed using Corps of Engineers Guide Specifications (CEGS), Louisville District Guide Specifications, modified Corps of Engineers Guide Specifications created for the Army Reserve, and Industry Standard Specifications. All specifications shall be edited using SpecsIntact Automated Specification processing system. All project specifications shall be written in the SpecsIntact Format. Electronic drawing development will be required for all activities. Electronic drawing development will be developed using MicroStation and MDS software. For those isolated cases requiring a certified industrial hygienist, a hazardous material inspector, and an accredited lab, the awarded firms must provide resumes or completed SF255 forms as part of the design team for a specific task order. The hygienist must be a Certified Industrial Hygienist (CIH) as certified by the American Board of Industrial Hygienist (ABIH). The hazardous material inspector must have successfully completed an EPA approved course for building inspectors and asbestos management planners. A laboratory accredited in Bulk Asbestos Fiber Analysis given by the National Institute of Standards and Technology (NIST) under the National Voluntary Laboratory Accreditation Program (NVLAP) must be available for hazardous material testing as needed. 4. SELECTION CRITERIA: See Note 24 for general selection process information. The specific selection criteria (a through e being primary and f through j being secondary) in descending order of importance are as follows and must be documented with resumes in the SF255: a. Professional Qualifications: A designer and checker with education, registration, and specialized experience in the following fields: architecture, civil, geotechnical (soils engineering), structural (independent of civil), mechanical, environmental, and electrical engineering are necessary with at least one in each field professionally registered. Additionally, professionals qualified by education, registration, certification, and/or training in interior design, landscape architecture, and fire protection are necessary. The Interior Designer must either be NCIDQ Certified, a registered interior designer, or a registered architect with demonstrated experience in interior design. Design effort may include demolition or disturbance or ordinary building types that may contain asbestos, PCB's, and lead. b) Specialized Experience and technical competence in the expected activities identified above, as evidenced by the resumes of the personnel assigned to this project; Only resumes identifying the professionalism and specialized experience of the design group is necessary. Other available personnel maybe specified in paragraph 10 of the SF255. In addition, a brief Design Management Plan including an explanation of the firm's management approach, management of subcontractors (if applicable), quality control procedures and an organizational chart showing the inter-relationship of management and various team components (including subcontractors) must be included in paragraph 10 of the SF255. Documented experience and capability in the following areas: Wide variety of multiple projects, designed simultaneously with overlapping schedules, located within the United States; Design experience with Government facilities over $3 Million dollars, a minimum of 3 examples in the last 6 years; Experience in the preparation of Request for Proposal (RFP) packages for design/build projects, competed within the last 6 years; Experience in the design of projects using MicroStation and/or Modular Design System (MDS) in the execution of Army Reserve type facilities, a minimum of three examples, within the last 6 years; Experience in the design of DOD and/or USAR projects, a minimum of three examples, within the last 6 years; Experience with partnering; Include a Quality Control Plan, specific to this contract, demonstrating how they will produce a quality design which is free of errors and omissions, to the maximum extent possible; The firms must demonstrate the availability of the following computer requirements: MicroStation/J Requirements Version 7.01.00.62 or greater: Intel -compatible Pentium-based PCs and workstations running Microsoft Windows NT 4,Windows 95,or Windows 98: Memory: at least 16 MB more than the minimum requirements for the Windows operating system being used. 128+ MB RAM recommended; Hard Disk: 200 MB minimum for complete installation; CDROM: 2.0X or better. 40+ recommended; Input device: Mouse. Output device: A host of industry-standard devices are supported. Works with printers supported by Windows; Video: Supported graphics card (256 or more color card recommended for rendering.16-bit color minimum for QuickVisionGL). MDS 2.1 Requirements: MDS Data Manager requires MicroSoft Access from Office 97 or Office 2000. New projects will be designed using metric units. Firms should list previous projects designed in hard metric. c) Capacity to complete the work in the required time: It will be required that the MDS contract design team members be continuous, to the maximum extent possible, over the life of the contract. d) Past performance on DOD and other contracts with respect to cost control, quality work, and compliance with performance schedules; e) Experience in creating, maintaining, and/or updating software data bases relating, such as construction specifications, graphic data, design guides, etc; f) Superior performance evaluations on recently completed DOD contracts; g) Geographical location with various nationwide design experience, including seismic, climatic and geotechnical aspects; h) Experience with Innovative approaches to design (electronic submittals, internet websites, electronic renderings, etc.) i) Volume of DOD contract awards in the last 12 months as described in Note 24; j) Extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. 5. SUBMITTAL REQUIREMENTS; a) See Note 24 for general submission requirements. Any firm with an electronic mailbox responding to this solicitation should identify such address in the SF255. Please identify ACASS number of submitting office in Block 3b of the SF255. Release of firm status will occur within 10 days after approval of any selection. Firms which are interested and meet the requirements described in this announcement are invited to submit one completed SF-255 (Revision 11-92). All responses on SF-255 to this announcement must be received no later than 4:30 p.m. local time on the 30th calendar day after the date of this publication to be considered for selection. The day following this CBD announcement counts as day number one (1). If the 30th day falls on Saturday, Sunday or a U.S. Government Holiday, the deadline is the close of business on the next Government business day. b) It is requested that interested firms list the fee amount and date of all DOD contracts awarded during the last 12 months to the firm and all subsidiaries in Block 9 of the SF-255. c) Responding firms must submit a current and accurate SF-254 for each proposed consultant. Additionally all responding firms which do not have a current (within 12 months) SF-254 on file with the North Pacific Division, Corps of Engineers must also furnish a completed SF-254. If a SF-254 is included, only the 11-92 edition of the form will be accepted. The business size status (large, small and/or minority) should be indicated in Block 3 of SF-255. Definition: A concern is small if its annual receipts average over the past 3 fiscal years do not exceed $4 million. d) No other information including pamphlets or booklets is requested or required. e) No other general notification to firms under consideration for this project will be made and no further action is required.
