Description
The work to be performed consists of operation of selected features of the Colorado Big-Thompson Project during the 2001 Irrigation Season (April 1st through October 31st). The work involves being on-site seven days a week, every day during the irrigation season between 5:30 am until 7:30 am or later, depending upon the work involved that day. Water measurements are taken each day at several locations. This information is then relayed to the Loveland Control Center (LCC) Operator. The LCC Operator will then provide the required outlet gate setting based on the Charles Hansen Feeder Canal (CHFC) water orders and Reclamation's water scheduling order. This process tracks how much water is passed through on a daily basis, how much is diverted and where to, and water used for power generation. Located along the CHFC is the Trifurcation, a feature that allows water to be diverted three different directions , depending upon the immediate need. One way is through the Wasteway to maintain delivery of water to the Handy Ditch along the Big Thompson River and/or other areas downstream; the second is to continue water delivery to the Horsetooth Reservoir via the CHFC; the third is through the Big Thompson Powerplant which ultimately ends up in the Big Thompson River to meet demands from senior water right holders downstream of the Colorado Big-Thompson Project. Also, this feature enables operation of the CBT Project when the Flatiron/Foothills power generation system is down. Northern Colorado Water Conservancy District (Northern) operates and maintains the CHFC , into which the Dille Diversion Structure via Tunnel No. 1 feeds. The Bureau of Reclamation operates the Dille Diversion and Tunnel 1 (power features). The proposed work involves operations of the Dille Diversion, Tunnel 1, and power-related water measurement/setting work at the Trifurcation on the CHFC. This contract action is for services for which the Government intends to solicit and negotiate only with the Northern Colorado Water Conservancy District under the authority of the FAR 6.302-1. For contractors interested in this acquisition, you must reply by March 20, 2001.
