- Description
- The Social Security Administration (SSA) intends to negotiate a sole source simplified acquisition with the John F. Kennedy School of Government, Harvard University. This Contractor is uniquely qualified because of its extensive experience in measuring the strategic impact of information technology on Government organizations_ ability to deliver services and its previous experience with SSA in developing case studies and cost measurements of SSA electronic services. This Contractor will provide a research model for SSA, GSA and other federal agencies on the appropriate methodology for designing and evaluating the value of electronic government services, as these government agencies strive to meet the mandate of the Government Paperwork Elimination Act (GPEA). This Contractor will: (1) develop a case study of up to 25 pages on the collection of data from interviews and materials provided largely by the SSA; (2) have an all day symposium for senior managers and others at SSA to analyze the case study mentioned above; (3) have a workshop provided at the Contractor_s site attended by 10 SSA managers and approximately 70 other public and private sector leaders; and (3) prepare recommendations to guide future work on issues within the SSA/GSA and other government agencies in terms of compliance with GPEA. This is neither a request for quotation or an announcement of a forthcoming solicitation. It is SSA_s belief that the John F. Kennedy School of Government, Harvard University, is the only qualified source to meet our needs. Interested sources that believe they have the ability to perform the services required can submit a capability statement to Desiree Wheeler, Contracting Officer, via email, at Desiree.Wheeler@ssa.gov. Responses must be received by no later than 3:00 p.m., local prevailing time on Tuesday, March 20, 2001. The Government will consider all responses but a determination by the Government not to compete this action is solely under the discretion of the Government. Information received will normally be considered solely for purposes of determining whether to conduct a competitive acquisition. If no viable responses are received by 3:00 p.m., local prevailing time on Tuesday, March 20, 2001, the Government will issue a purchase order to the John F. Kennedy School of Government, Harvard University.
