Description
The USAF Academy Contracting Office is conducting this source sought/request for information to identify the availability of sources to provide cockpit flight simulators. The Academy seeks to acquire eight cockpit flight simulators to replace its current fleet of seven T-4 Instrument Flight Trainers. The new simulators will be employed to teach cadet courses in basic and advanced aviation. USAFA is nominally interested in a stationary platform with visual and communications capabilities plus a range of instrument. This Request for Information (RFI) is issued for the purpose of identifying potential contractors with the capability to provide the proposed product listed in the draft Statement of Objective (SOO) attached, identify businesses who can offer the same or similar services in the commercial market place at established catalog or market prices, promote early exchange of information between industry and the Government concerning future acquisitions of Flight Simulators for the United States Air Force Academy (USAFA), provide a general description and some known salient characteristics, to encourage industry input, questions, and suggestions and improve understanding of Government requirements. Information resulting from the RFI shall be used as market research to ascertain the various types of Flight Simulators available, price, delivery, and other market information. This notice is not a request for proposal (RFP), and shall not be construed as an obligation on the part of the Government to acquire any simulator or otherwise pay for the information requested and furnished. Interested respondents are requested to submit a Statement of Capability (SOC) that demonstrates their capability to support the requirements in the draft SOO and must be received no later than ten days after the date of this notice. The SOC should include the following information: 1) Company name, address, point of contact, telephone number and e-mail address.2) Comments/discussions on specific SOO requirements. 3) Describe your current and past experience in providing flight simulators which meet the proposed requirement. 4) Provide any thoughts as to the feasibility of this being a commercial buy using FAR Part 12. If you believe this acquisition is a candidate for FAR Part 12, please provide samples of standard commercial practices and/or commercial contract terms and conditions, which you may have used in previous commercial contracts with the Government on similar acquisitions. 5) Please indicate whether your company is a large or small business in relation to SIC Code 8299, Schools and Education Services Not Elsewhere Classified (Flight Training Services), size standard $18.5M and whether your organization is a socially and economically disadvantaged business, a woman owned business, a historically black college or university, or minority institution, or in a HUBZone area.
