Description

The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisitions Branch, (M/CON/SA), intends to solicit, negotiate and award a purchase order (contract) on a non-competitive basis to Pan Arab Research Center, P.O. Box 14680, Dubai UAE, for the purchase of off the shelf data of audience survey from syndicated studies for the following countries: Jordan, (2000); Egypt, (2000); Saudi Arabia, (2001); Kuwait, (2001); Qatar, (2001); Oman, (2001); Bahrain, (2001); Lebanon, (2001); Syria, (2001); Yemen, (2001). The audience data is proprietary to Pan Arab Research Center and is only available from them. The purchase order award will be made using Simplified Acquisition Procedures (FAR Part 13). The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 (a) (2), 41 U.S.C. 253 (c) (1), which states: When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. This Notice of Intent is not a request for competitive price quotations. Interested firms or persons may identify their interest and capability to respond to this requirement. All such price quotations must be received by the Government by 12 Noon EST, Wednesday, March 21, 2001 to be considered. A determination by the Government not to compete this proposed purchase order based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this Notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
