Description

The Health Resources and Services Administration (HRSA) proposes to negotiate a sole source contract with the State of Mississippi Department of Health, 570 East Woodrow Wilson, Jackson, Mississippi 39216 to determine the capital needs of the Mississippi Delta Region for the purpose of assessing the need for Federal or State programs to remediate infrastructure deficiencies of health facilities, particularly those located in rural or medically underserved areas. The Mississippi Department of Health possesses the overall experience, expertise and resources based on long-standing relationships with health facilities in the Delta and their State associations. Additionally, the Department of Health has been collecting attendant information which can be used to augment the data collected through this project. The Department of Health is the only entity that can guarantee the cooperation of the different associations in Mississippi representing primary care hositals, nursing homes, community health centers and public health units. Without the availability of these associations, and the relationships with the entities involved, the project cannot expect to obtain the input essential for a successful project without a duplication of costs. The Mississipi Department of Health is the only responsible source capable of providing the continued work and services as set forth in 41 U.S.C. 253(c)(1). A Justification for Other than Full and Open Competition (JOFOC) is on file. Interested parties may, in writing, identify their interest and capability to respond to this requirement within 15 days of publication to this notice. See Note 22.
