- 354th Contracting Squadron, 3112 Broadway Avenue, Unit 5B, Eielson AFB Alaska 99702. SUBJECT: REQUEST FOR INFORMATION ABOUT THE AVAILABILITY OF SIMULATED ELECTRONIC WARFARE THREAT SYSTEMS. This is a Request for Information (RFI) being released by the 354th Contracting Squadron, 3112 Broadway Avenue, Unit 5B, Eielson AFB, Alaska 99702. The Pacific Air Forces, 353rd Combat Training Squadron Eielson AFB AK, requires a realistic Electronic Warfare environment for the Pacific Alaska Range Complex (PARC). A simulated Electronic Order of Battle (EOB) will be used to train US and Allied aircrews to conduct sustained operations and ensure survivability against a highly sophisticated Integrated Air Defense System (IADS). Technical Points of Contact are Mr. Billy Smith, PACAF/DOQQ, 25 E Street, Suite I-232, Hickam AFB, HI 69853 and Lt Col Winn Delk, 353rd CTS/DOE, 1151 Flightline Drive, Eielson AFB, AK 99702. Sources are being sought/availability determined to procure/lease specific Air Defense Weapons Systems of former Soviet Republics and/or other non-US built weapons systems (refer to attached priority list). Desired equipment includes Air Surveillance, Air Defense, Surface to Air Missile (SAM), Anti-Aircraft Artillery (AAA), and Command/Control/Communications networks. Operational systems (less ordnance) should include (but not limited to): RF/IR/EO line components, antenna/pedestal assemblies; Skin/Transponder Receivers; Target Acquisition, Tracking and Fire Control circuitry; processors/software; operator's interfaces/equipment/controls; technical documentation (best commercial practices); peculiar/unique support equipment for test/operations; and system spares/replacement parts necessary for sustained operations in AK environment for 10 hours a day, 5 days a week, 50 weeks a year. Turn key operation a plus. The 353rd CTS is interested in specific company capabilities as well as ideas on providing the simulated threats. All information contained in the FRI is preliminary, as well as subject to modification, and is in no way binding on the Government. In accordance with FAR 15.209 ( c ), FAR Provision 52.215-3, Request for Information or Solicitation for Planning Purposes (OCT 1997), is incorporated by reference into this RFI. THIS RFI IS NOT A REQUEST FOR PROPOSALS (RFP) AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. RESPONSES WILL NOT BE CONSIDERED AS PROPOSALS, NOR WILL ANY AWARD BE MADE AS A RESULT OF THIS SYNOPSIS. NO PROPRIETARY DATA SHOULD BE SUBMITTED IN RESPONSE TO THE RFI. ANY SUBMISSIONS WILL BE CONSIDERED TO BE PUBLIC INFORMATION AND MAY BE HANDLED BY NON-GOVERNMENT PERSONNEL. The 354th Contracting Squadron will acknowledge receipt of information submitted in response to the RFI but will not provide feedback to the originating party.
