- Description
- The U.S. Environmental Protection Agency (EPA) Office of Information Resources Management Division (IRMD) located in Cincinnati, Ohio, has a need for a contractor to supply non-personal services to manage and perform the day to day operations of the National Service Center for Environmental Publications (NSCEP). The purpose of this contract is to assist EPA Program Offices and the Equal Employment Opportunity Commission (EEOC) in ensuring access to publications and operation of a national publications ordering function. The services to be performed include (not inclusive): responding to requests for EPA and EEOC publications (by telephone calls, letters, faxes, and e-mail) from the general public, operating the distribution center by maintaining and distributing EPA and EEOC publications, monitoring the client program office requirements against the external demand from the public for program publications, designing an annual EPA publications catalog, and creating, editing and routinely updating mailing lists for EPA client program offices and the EEOC. This contract will require management of both an on-site EPA warehouse facility (Cincinnati, Ohio) and an off-site contractor furnished call-center facility. While some Government Furnished Property (GFP) is provided at the Government's on-site facility, the contractor shall provide all equipment necessary for operation of its off-site facility. All failed GFP shall be replaced at the expense of the contractor. Also, all labor and management for both the Government-provided facility and contractor-furnished facility shall be provided by the contractor. It is anticipated that the contract will be a firm-fixed priced performance based contract with a base period of one year and four serial one year options to extend contract performance should the Government determine an extension necessary. In addition to performance of the statement of work requirements for EPA and EEOC, the resultant contract will include the ability to perform similar functions for other Federal Agencies. All responsible firms may submit a proposal which will be evaluated by the Agency in accordance with the technical evaluation criteria specified in the RFP. The solicitation and its attachments will be made available on CMD's homepage. For planning purposes, a preproposal conference will be held and is anticipated for the week of April 16, 2001. A firm date will be incorporated into Section L of the solicitation.
