Description
The NAVY EXPERIMENTAL DIVING UNIT, Panama City, FL. is requesting Contractor support to perform Acoustic Emission (AE) Testing of seventy-two each DOT 107A high pressure gas storage cylinders. This is a best value Simplified Acquisition and may be awarded to other than low bid. Cylinders are located at the Navy Experimental Diving Unit and shall be inspected in place. Cylinders are 33' long x 18" OD (49.5 cu. ft. water volume) used for high-pressure (3000 psig) gas storage as follows: 36 cylinders Air, 12 cylinders Helium/Oxygen Mix, 24 cylinders Helium. Testing shall be in accordance with ASTM E1419-00 Standard Test Method for Examination of Seamless, Gas Filled Pressure Vessels Using Acoustic Emission, or other DOT or ASME approved standards for conducting AE testing. Any AE site, which produces significant AE events, shall be subjected to an ultrasonic inspection. The contractor shall submit test procedures detailing all test and inspections for Government review and approval. The Contractor shall submit a document pertaining to qualifications and experience in testing and inspection per DOT, ASTM, and ASME for pressure vessel testing, AE testing, and ultrasonic testing. During AE testing the pressure of the cylinders shall be raised from 1000 psig to 110% of the normal fill pressure. Normal fill pressure is 3000 psig. NEDU personnel shall perform disassembly and reassemble of piping and appurtenances. The pressurized gas source shall be supplied by NEDU. The contractor shall be responsible for providing all required test and inspection equipment. A test report documenting the results of all testing and inspection, and the condition of each pressure vessel shall be submitted within ten working days of completion of the tests.
