- ELECTRONIC RFP ANNOUNCEMENT, POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND AMENDMENTS. The Occupational Epidemiology Branch (OEB) the Division of Cancer Epidemiology and Genetics (DCEG)of the National Cancer Institute (NCI) is re-competing contract number N02-CP-71100 for support to interdisciplinary studies of occupational and enviromental cancer, currently held by Westat, Inc. The contract will establish a mechanism to provide all the services required to conduct a wide variety of domestic and international (case-control, cohort, cross-sectional, and pilot) studies related to occupational and environmental cancer. The projected level-of-effort for this contract is 10,000 direct labor hours per year for a total of 50,000 direct labor hours for the entire contract period. The scientific design and oversight of the activities are the responsibility of the OEB,DGEC,NCI professional staff. The major activities of the contract include: 1) obtain necessary information to determine effective study resources (e.g., capabilities of collaborating institutions, numbers of eligible study subjects, exposure information, etc.) and prepare, pretest, evaluate and produce data collection forms, including computer-assisted questionnaires; 2) prepare training programs and materials for abstractors, interviewers and other study personnel and procedure manuals; 3) arrange for the collection, handling, transport, storage and analysis of biologic, industrial, and environmental samples; 4) assemble death certificates and records on cancer incidence and have them evaluated and coded by appropriate nosologists, pathologists or clinicians; 5) trace study subjects to locate them for interview, (industrial or general population) environmental measurements, or biologic specimen collection, to determine their vital status, to assess cancer incidence, to assess exposure, to assess genetic susceptibility, or to obtain other information necessary for the study; 6) train abstractors, interviewers, telephone screeners, coders, phlebotomists and others who will be involved with acquiring and assembling data; abstract, microfilm, photocopy or obtain computer records (clinical or office medical records, hospital charts, vital records, employment records, etc.); 7) interview subjects or surrogates using mail, telephone, computer-assisted or personal interviews; 8) arrange for clinical diagnostic studies, laboratory evaluation of study subjects and industrial or general population environmental measurements at the subject's (or employer's) convenience; 9) collect and deliver biologic, industrial or general population environmental samples to laboratories or individuals for storage and/or analysis; 10) carry out pilot studies to identify appropriate laboratories, evaluate quality control of ongoing laboratory analyses, establish databases of the results of laboratory analyses, help to coordinate data processing needs for laboratory results for a wide range of studies (including those not under this contract) and assist with monitoring the availability, and managing the use of, stored biologic samples from previous studies; 11) enter coded information into suitable computers; 12) design and maintain computer databases and associated reporting software and prepare edit programs, edit data, and correct computer files where necessary; 13) produce analyses specified by the NCI investigator; 14) document each step of a study and maintain, in an orderly arrangement, all relevant material so that any aspect of the study may be reviewed and evaluated by the NCI staff at any point in time; 15) develop subcontracts on specialized field procedures, industrial hygiene or general environment components and laboratory analyses of biologic samples. A person experienced in the collection, handling and coordination of biologic and environmental samples must be identified to work on studies conducted under this and other OEB contracts. The name of the key personnel and their experience in these tasks must be provided with the technical proposal. A uniform budget assumption shall be included in the RFP to require that all offerors propose a line item of $1,000,000 per year of the contract for required subcontracts. It is anticipated that the Request for Proposal (RFP) package will be available on or about March 26, 2001 with responses due within 30 calendar days following the actual date of issuance of the RFP. All responsible sources may submit a proposal that shall be considered by the NCI. Award of this project is anticipated by September 30, 2001. No collect calls will be accepted.
