Description
This procurement is restricted to shipboard habitability sources; all responsible vendors may submit a quotation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number N68836-01-T-0093 applies and is issued as a Request for Quotation. This procurement is a small business set aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20 and Defense Acquisition Circular 91-13. The North American Industry Classification System (NAICS) code is 337214 and the business size standard is 500 employees. Fleet Contracting Center, Mayport Fl intends to purchase on a full and open competitive basis shipboard habitability renovation of the Crew's Mess Deck (2-212-0-L, Wardroom (1-180-0-L), and CO"S STATEROOM/BATH (01-100-0-L/01-108-2-L) on board the USS KLAKRLING FFG-42 Naval Station Mayport Fl 32228. Ship's point of contact for site visit if required is LT NALWASKY 904-270-6295 This requirement is for a fixed priced contract for the following . Line Item 0001: CREWS MESS A partial renovation is required in this space. See attached sketches. Workmanship shall be of a degree recognized as suitable throughout the industry. Contractor shall supply the ship's representative with various samples and colors of materials prior to any fabrication or installation. Colors and patterns shall be determined by ship's representative. All materials and specifications shall conform to the NAVSEA Habitability Materials List Revision K. The contractor is to furnish all labor and materials to manufacture and/or procure and install the following: 2.1 TV/Food service cabinet and storage unit: See attached drawing. Provide labor and materials to manufacture and install combination entertainment cabinet with food service storage and cabinets. Unit will be 91" wide and extend to overhead. TV section will have VCR hutch and pocket doors. Below will be storage and to side will be overhead cabinet for microwave oven. Below microwave will have counter top and storage cabinet for additional items. Structural modifications and editions will conform to MIL-F-902. Laminate will conform to MIL-P-17171, type I, 0.50" thickness. Cabinets will be 100% welded aluminum by the GWA method to prevent damage due to heat, spillage and moisture. Cabinets will have an extruded aluminum welded skeletal system for support of food service equipment mounted on top of counter. Exterior of cabinet will be skinned with aluminum and covered with decorative high pressure plastic laminate. Interiors of cabinets will be primed and enamel painted. Cabinets will have aluminum covered with HPPL doors. Unit must be properly mounted to deck and bulkhead for stability. 2.2 Ice Cream Machine: Provide labor and materials to remove partition separating ice cream machine from mess decks. Turn ice cream machine (ship's force will be responsible for electrical) and relocate existing foundation to suit new location. Repair and patch existing "PRC" deck. 2.3 Wall Style Bar Counter: Provide labor and materials to manufacture and install wall style bar counter (18" X 60") with deck pedestal style seating (3 Each). Counter top will be manufactured from heavy duty aluminum (.125") with stiffeners and supports. All will be welded by the GWA method. Counter will have radius corners on ends. Entire counter will be covered with high pressure plastic laminate. Underside of counter will be primed and painted. Sufficient under counter bracing will be used to prevent sagging and reinforce counter. Structural modifications and editions will conform to MIL-F-902. Laminate will conform to MIL-P-17171, type I, 0.50" thickness. 2.4 Decorative Awning: Provide labor and materials to manufacture and install decorative awnings on serving line roll up door enclosure and false bulkhead separating mess decks from port passageway. 2.5 Beverage Serving Line: Provide labor and materials to remove existing beverage line and replace with new beverage line consisting of: Beverage line cabinets. Manufacture modular sectional beverage cabinets 4 each. Approximate 110 cubic feet, 36" high x 24" deep x 219" long. Cabinets will be 100% welded aluminum by the GWA method to prevent damage due to heat, spillage and moisture. Cabinets will have an extruded aluminum welded skeletal system for support of food service equipment both inserted into counter and mounted atop counter. Exterior of cabinet will be skinned with aluminum and covered with decorative high pressure plastic laminate. Interiors of cabinets will be primed and enamel painted. Cabinets will have aluminum covered with HPPL hinged doors. Cabinets will be built modular to allow access to ship and bolted together in place to limit seams and unsightly edges. Cabinets will set off wall 9" and counter will abut wall, end units will have filler plates to close off cabinets so when finished installation it appears that cabinets go all way against wall. Ships force will be required to perform all electrical and plumbing requirements. To include tag out and disconnect. Ships force will relocate all DC equipment and stowage. Contractor will disassemble existing equipment and turn over to ships force for staging. Contractor will disassemble existing beverage line counter. Contractor will disassemble existing beverage line cabinets, remove old beverage line debris from ship. remove existing drain style pit, break out terrazzo, cut up combing and grind flush with deck, cut up old foundations, and reconstruct pit around AC unit. Cabinets will be heavy duty aluminum with welded .125" extrusion frame by the GWA method for strength. Exterior surfaces will be skinned with no less than .050 aluminum and exposed exterior surfaces will be covered with decorative high pressure plastic laminate .050 thickness. Corners will be protected with clear strips. Interior structures will be primed and painted to match or accent exterior decor. All units will have a raised, recessed kick sub-base. All units will have a lift out bottom for access to sub-base mounting system. Inside backs will be open for ease of access to service lines and bulkhead for ease of service, inspections, repairs and maintenance. Manufactured from heavy duty aluminum counter top (.125") with stiffeners and supports (2 x .5 x .125 edge dress channels and 1 x 3 x .125 underside support channels). All will be welded by the GWA method and bolted atop item #1. Counter will overhang cabinets on front sides by 11 inches to create a solid slide tray. Counter will have radius corners on ends. Entire counter will be covered with high pressure plastic laminate. Counter will be built modular respective to inserted and other atop equipment, assembled and mounted in place then laminated to limit seams and joints. Underside of counter will be primed and painted. Where overhang is used a tray slide three plastic glide railings will be attached to prevent marring of laminate from trays and bowls. Where cut outs are performed to facilitate the installation of new self rimming Food Service insert equipment, sufficient under counter bracing will be welded to prevent sagging and reinforce counter. Counter will include a 6 inch back and side splashes. Provide and install the following utilities. On starboard end manufacture and install on side of cabinet one each saddle style angled cabinet that will accept installation of ships force silverware tumblers, 6 each. At beginning of starboard counter install one glass scullery tray pop up lowerator. Provide and install on port side the following new self rimming food service equipment. Two (2) hot wells with thermostat control, one (1) soup well with thermostat control. Sneeze shield with garnish tray and brass posts. Two (2)- bowl pop ups Install GFM beverage line equipment with new stainless steel legs 6" high. Manufacture new stainless solid legs. Install legs on GFM equipment Ships force will perform electrical and plumbing requirements. Repair PRC decking due to cut and reinstallation. Clin 0002: Note: A partial renovation is required in this space. Workmanship shall be of a degree recognized as suitable throughout the industry. Contractor shall supply the ship's representative with various samples and colors of materials prior to any fabrication or installation. The contractor is to furnish all labor and materials to manufacture and/or procure and install the following: 2.1 Refurbish False Overhead: Provide labor and materials to accomplish the following in the cabin and bath, approximately 270 FT SQ:Remove existing overhead panels, sand and paint existing overhead grid, wall angle and diffusers. Install Polyvinyl chloride aluminum backed panels 2.2 Re-upholster transom sleeper sofa: Provide labor and materials to disassemble existing transom sleeper sofa, Re-upholster with approved shipboard fabric and reinstall unit. Clin 0003: A partial renovation is required in this space. Workmanship shall be of a degree recognized as suitable throughout the industry. Contractor shall supply the ship's representative with various samples and colors of materials prior to any fabrication or installation. Colors and patterns shall be determined by ship's representative. All materials and specifications shall conform to NAVSEA Habitability Materials List Revision K. The contractor is to furnish all labor and materials to manufacture and/or procure and install the following: 1.1Sideboard Server Area: Provide labor and materials to perform the following habitability refurbishment and improvements: Sideboard will be similar or equal to B4A-1 with the following modifications: Remove existing 48" sideboard, relocate existing cabinet above sideboard against false overhead, manufacture aluminum laminate skirt to close off gap due to leveling of cabinet, replace damaged wall cover, manufacture new 72" sideboard. Unit will have false drawers at top and aluminum drip pan where drawer bodies are located. Counter will have custom cut outs for inserting of food service pans during meal hours. Sub-base: Include decorative covers for cut outs, drawer/door configuration: Outer sections single drawer (false at top) with hinged doors and adjustable shelves below door. Center section: double drawers (false at top) with single drawers five total remaining section. Install new unit leveling with slope of deck Structural modifications and editions will conform to MIL-F-902. Laminate will conform to MIL-P-17171, type I, 0.50" thickness. Cabinets will be 100% welded aluminum by the GWA method to prevent damage due to heat, spillage, and moisture. Cabinets will have an extruded aluminum welded skeletal system for support. Exterior of cabinet will be skinned with aluminum and covered with high pressure plastic laminate. Interiors of drawers will be primed and enamel painted. Drawers must have locking devices to prevent unwanted opening during heavy seas as unit is subject to heavy rolls at sea. All materials procured/installed shall be in accordance with military specification MIL-STD-1623 fire performance requirements and specifications for interior finish materials and furnishings (Naval Shipboard use) and adhere to all applicable specifications set forth in NAVSEA habitability materials list, revision k dated may of 1996.
