- Description
- This is a combined synopsis/solicitation for the repair of a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and using the Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N65538-01-Q-0086, and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. The associated NAICS code is 333921. Contractor services are required to repair a single car automatic, 1500 pound, two-floor, hydraulic passenger elevator, manufactured by Otis Elevator Company. The elevator is part of Blade Balance Stand #2, which is located at Corpus Christi Army Depot, Corpus Christi, Texas. Documents needed: Original Equipment Manufacturer Documentation (To be provided at the job site), Corpus Christi Army Depot Security Requirements for Contract Personnel, 2000, American Society of Mechanical Engineers (ASME) Standards, ASME A17.1, Safety Code for Elevators and Escalators, Parts X, XII, and XIX, ASME A17.3, Safety Code for Existing Elevators and Escalators, National Electrical Manufacturers Association 250-1997, Enclosure Types, and National Electrical Code, 1999. The contractor shall provide all equipment, material, labor and technical expertise to repair the elevator as defined in this statement of work. All proposals shall also include travel and other direct costs necessary to complete the task. The contractor shall repair all mechanical, electrical and control systems associated with the elevator and the enclosure surrounding the elevator. The contractor shall use all non-proprietary repair components. The contractor shall perform the following tasks: Hoistway: repair or replace exhaust fan and install new hoisting beam; remove wood in hoistway if not required. If required, replace with non-combustible material or coat with fire retardant material. Pit: Replace or modify blade interlock switch activating arm for proper operation; Install new pit light switch, light guard, ladder; Remove corrosion from hydraulic piston; Install new sump grating, switch by pit ladder to control sump pump and copper sump piping to discharge through shutoff valve; Grout hydraulic jack casing in pit. Elevator Car and Hoistway Doors: Replace all gib inserts on elevator car and hall doors; Adjust elevator car and hoistway doors for full open, if possible. Elevator Car: Install new handrails, car directional arrows, reopening device, car-top station with lamp and alarm bell, car-top fan, toe guard and passing gong; Replace or repair existing car lighting including light guards and replace door operator belt. Elevator Car Controls: Install new parts as follows: non-proprietary controller and selector in a NEMA type 1 enclosure using all new material (wire, conduit, etc.); Wire controller to pump unit, disconnect and elevator car selector and hall stations including all new wiring in hoistway and traveling cable (continuous from controller to car operating panel); car operating panel with fire service fixtures, indicators, emergency light with test button, telephone station, first floor hall station with fire service keyswitch, non-proprietary selector which is compatible with new non-proprietary controller; bottom and top final and normal limit switches and brackets; bottom and top slow down switch and bracket; hall station at top landing; Adjust valve for proper operation; and Perform new elevator test and inspection with test weights. First and Top Floor Landings and Intermediate Access: Install new toe guard between first landing hoistway door sill and pit, dust cover on first and top landing entrances, first landing intermediate access and top landing sill extensions to comply with 1-1/2 inch ASME requirement, fascia between first landing entrance and intermediate access sill, header fascia between top landing entrance and hoistway wall and hall Braille; Grout sill and floor at first landing entrance; Install new closer, lock and interlock switch on intermediate access door. Machine Room: Install new closer and lock on machine room door; Install new vent in machine room. Schedule and Completion Requirements: The contractor shall complete the tasks in this statement of work within three (3) weeks, not including travel time, starting on or about 26 Mar 01. The contractor shall comply with all CCAD, Naval Air Station Corpus Christi, local, state and federal safety and environmental regulations and laws. The contractor shall also comply with all safety signs and markings. Storage of hazardous materials at the job site overnight is prohibited. The contractor shall comply with all the security requirements as identified in the Corpus Christi Army Depot Security Requirements for Contract Personnel. Award of this acquisition will be based on Best Value to the Government including price.
