Description
The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a contract to Sabreliner Corporation of St. Louis, Missouri for the procurement of Sustaining Engineering Services in support of the Navy's CT-39G and T-39N aircraft and ancillary equipment. This is an acquisition of commercial services under the requirements of FAR Parts 12 and 13. The anticipated contract is an Indefinite Delivery Indefinite Quantity with fixed price labor hour rates and supporting cost-reimbursable line items. It is anticipated that award will be for a one-year base period of performance and four one-year option periods. Specific services to fulfill this requirement shall include: products and/or analysis necessary to safely sustain and operate the Navy's fleet of T-39G and T-39N aircraft, technical information and/or processes necessary to achieve the aircraft's programmed service life and aircraft readiness rates, aircraft modification engineering, investigation and analysis of safety related issues/incidents/accidents and recommendations for improving operational readiness. Taskings will require access to design and production drawings, which are retained as proprietary by the original aircraft/equipment manufacturer, Sabreliner Corporation. Sabreliner Corporation is the sole designer, developer, and manufacturer of the T-39 aircraft and has retained proprietary data for the aircraft. Industry is notified that the Government does not have access to, nor is it planning to obtain the technical proprietary data for the aircraft. Based on the information provided herein, it is the Government's position that Sabreliner Corporation is the only known firm that possesses the necessary knowledge, experience, and technical data necessary to perform the required effort. This notice is not a request for competitive proposals. A determination by the Government not to compete this effort is solely within the discretion of the Government. No additional written information is available, and no formal Request for Proposal (RFP) or other solicitation regarding this announcement is currently available. The Navy's intended procurement schedule for this sole source effort is to release the sole source RFP by 18 May 2001, receive the proposal by 22 June 2001, negotiate and complete contract award by 1 September 2001. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
