Anticipated Issue Date: 3/22/01. PROVIDE SOLID WASTE MANAGEMENT (RECYCLE) SERVICES FOR FORT RILEY, KANSAS. The POC is Robbie Alicea, Contract Specialist, at 254-287-5820 or Wesley Key, Contract Specialist, at 254-287-7679. E. Rebecca Coon, Contracting Officer, 254-287-5479 (Ft. Hood Site Code DAKF48). This acquisition will be for a commercial service in accordance with FAR PARTS 12 and 15. This procurement is unrestricted. The requirement is for the provision of solid waste reduction (recycle) services and includes the operation and management of 8 government-owned facilities at Fort Riley, Kansas. The contractor will be required to provide engineering and technical support and possess the requisite federal, state, local licenses, and certifications as well as a sound knowledge of solid waste and hazardous waste regulations. The requirement includes operation and management of a Household and Hazard Waste facility; Composting facility; receipt of contaminated soil and its bio-remediation and redistribution; receipt, inventory, holding, and disposal of off-specification fuel; Petroleum, Oil, Lubricant (POL) container and filter recovery and proper disposal of containers. The contractor will be responsible for implementing policies and procedures for receipt, management, and disposal of hazardous materials, solid waste, and scrap metal collection during Spring and Fall Clean-Up. Provide technical and operational support for implementing established policies and procedures for collection, sorting, containerizing and baling of all marketable commodities on Fort Riley. The contractor will provide technical and operational support for the receipt, management, and sale of scrap metal that will be sorted, containerized, operating and maintaining equipment to shred metals as well as pickup and transfer of inventories. Small quantities of high value processed scrap metal will be delivered to the highest bidder by the contractor. The period of the contract is for a twelve month base period and four twelve-month option periods. The tentative date for issuance of the Request for Proposal (RFP) is March 22, 2001 and the tentative date for receipt of proposals is April 23, 2001. The anticipated contract type is Firm Fixed Price Requirements. The SIC for this acquisition is 4953 with the size standard $10M.
