Description
This is not a request for proposal but a survey to locate potential sources to Operate, Maintain and logistically Support (OM&S) the Perimeter Acquisition Radar Attack Characterization System (PARCS) and the Ground-based Electro-Optical Deep-Space Surveillance System (GEODSS). The PARCS radar site is located at Cavalier AFS ND and the GEODSS optical sites are located at Socorro NM, Diego Garcia BIOT and Maui HI. At this time the Government is contemplating the consolidation of the PARCS and GEODSS programs into a single contract, however a final decision has not yet been made. It is the Government_s intention to conduct a meeting with all interested parties to discuss the proposed consolidation and to review and comment on the draft statements of work. All comments from industry whether they are from a first hand face-to-face meeting or by other means, are being sought in an effort to realize the most effective and efficient method of operating these two programs. The target date for this meeting is the early part of Apr01. Request that all interested parties who would like to participate in this meeting contact the contracting officer as soon as possible to make arrangements. A general description of the effort for PARCS includes communications-electronics, supply, transportation and vehicle maintenance, civil engineering and calibration. A general description for the GEODSS effort includes training, site operations such as collection of metric observations and Space Object Identification (SOI) data, communication and computer operations, communications-electronics, supply and civil engineering. A draft statement of work (SOW) and request for proposal should be available approximately Jun01 with a early and rough draft SOW to be available before the Apr01 meeting with industry. The subsequent contract will include no more than a sixty-day phase-in/phase-out period (2Aug02 _ 30Sep02) and is anticipated to be a seven year contract consisting of one basic year and six one year options. The basic year performance will commence 1Oct02 through 30Sep03 with the six option years potentially extending the total contract through fiscal year 2009. It is anticipated that a tour will be conducted at the PARCS (Cavalier) location and at least one of the GEODSS sites with the Aug01 time frame being targeted. As a reminder this sources sought synopsis is for Government information and planning purposes only and is not a request for proposals. A synopsis requesting proposals will follow at a later date.
