Description

The Center for Substance Abuse Treatment, Substance Abuse and Mental Health Services Administration, Department of Health and Human Services contemplates awarding a one year cost reimbursement contract with two 24 month option periods. The purpose of the contract is to support efforts related to improving access to substance abuse treatment by developing sound information about how various financial arrangements can positively or negatively effect access to treatment. The initial phase of the project will include identifying experts on the cutting edge of studying and measuring access, gathering all known information about how financing can effect access, including how access to treatment can be conceptualized and measured, identifying policy relevant study questions related to financing and access to substance abuse treatment, as well as overall approaches to answer such questions and prioritizing study questions with scientifically sound approaches in terms of their overall promise for relevance to the substance abuse field. Phase II of the project will involve carrying out selected high priority and feasible studies of financial barriers and incentives to access to treatment. A DRAFT Statement of work, and DRAFT performance standards criteria will be posted on SAMHSA's Internet website at http://www.samhsa.gov [see Contracts] on or about Friday, March 9, 2001. The DRAFT items are posted in order to obtain industry comments, and industry compatible standards, if applicable. Interested Parties are encouraged to review the draft items and send comments electronically to: Ltantard@SAMHSA.GOV. Comments will be received until March 19, 2001. The estimated issuance date of RFP 270-01-7097 is March 26, 2001 with proposals due approximately April 27, 2001. The solicitation may be obtained in either of two ways; by mail, or electronically, by downloading a file from the World Wide Web at http://www.samhsa.gov/contract. Files will not be made available on the World Wide Web until on or after the estimated issuance date. Once downloaded, you should determine if you have a continuing interest in the RFP. If so, you must either write the individual identified above that you wish copies of amendments to the RFP (if any) sent to you by mail or check the Web regularly for amendments which will also be posted there and can be downloaded electronically. You may choose any of the two methods for obtaining amendments.
