Description
The National Archives and Records Administration (NARA) intends to issue a request for proposal in a negotiated procurement as a small business set-aside, or, if sufficient interest of small business is not generated, for full and open competition. NARA is seeking capabilities statements from responsible small and large business firms interested in providing the National Archives and Records Administration (NARA) Pacific Region (San Francisco) Archives Aide support services. The applicable NAICS/SIC codes and size standard are 561210/8744/$5M, General Clerk. The Government anticipates an indefinite delivery indefinite quantity (IDIQ) time-and-material contract with a one-year base period and four one-year option periods. Under this requirement, the Contractor must provide management, supervision, and personnel to provide record reference service related to searching for, filing, refiling, or inter-filing of records in a warehouse environment. The Contractor must provide employees capable of physical labor such as loading and unloading containers of records on trucks (most between 22 to 35 pounds), placing containers of records on shelves, removing containers of records from shelves, or moving blocks of records from one area to another. The frequency of loading and unloading boxes to and from trucks varies over time. The work is at a relatively low skill level requiring the individual to read and to effectively follow instructions Contractor employees must be physically able to perform the duties of this position. A considerable amount of standing, walking, stooping, bending and lifting is required. Some of the physical requirements are climbing caster equipped ladders and handling thereon boxes of records weighing up to 50 pounds that are stored up to 14 feet above the floor. Task orders will be used to place orders of requirements on an "as needed" basis for the period of the contract. Based on previous historical data, the work load is cyclical. Intermittent periods are required where the workload levels of support may range from an estimated lower level of three (3) to an upper level of thirteen (13) Contractor employees. The average requirement during the past year has been eight (8) Contractor employees. It is estimated that 18,000 hours will be required for the base year. On rare occasions, task orders may be placed for overtime. All business firms responding to this synopsis must: (1) provide the name of the firm(s), point of contact with phone number, number of employees of the firm, and annual revenue; (2) detailed information supporting their capabilities and qualifications to provide the required management and support services; (3) identify relevant experience in providing intermittent employee services through contracts being performed or recently completed, detailed description of the work, and how this work experience relates to NARA's requirement, volume (dollar value) of services being provided, number of employees working on contract, annual and total dollar value of all contracts, contract numbers, points of contact and phone numbers. If your company has not provided such intermittent services before, and if interested in doing so, please describe how you would accomplish this requirement; and (4) any other pertinent information which would enable the Government to assess the firm's capabilities. Small business firms responding to this synopsis must state that they are a small business based on the size standard above and state their small business status. It is imperative that firms respond with the required information so that capabilities can be evaluated accurately. This synopsis does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. If adequate response is not received from responsible small business concerns offering the best technological source capabilities, as discussed in FAR 19.502-2(b), the solicitation will be issued, without further notice, for full-and-open competition. Therefore, all large and small businesses interested should indicate their status. Award will be made to that offer providing the best overall value to the Government. No later than 2:00 pm EST on March 26, 2001, interested firms must submit complete capabilities statements, not to exceed 10 single-sided pages, and RFP requests to the National Archives and Records Administration, Acquisition Services Division (NAA), Room 3360, 8601 Adelphi Road, College Park, Maryland, 20740-6001, ATTN: Mr. Michael Zeleny.
