- Description
- The United States Coast Guard Research and Development Center is seeking to enhance maritime safety, with a focus on locating personnel in distress in the water. The emphasis is to advance emerging technologies in electronic marine survivor locator devices complying with Global Maritime Distress Safety System (GMDSS) standards, such as digital selective calling (DSC). Final deliverables include a field testable device submitted in a format allowing independent evaluation by the U.S. Coast Guard. This is a technology development effort. The Coast Guard has no intent to further develop or produce any equipment. The intent is to retain the device and use it to assess compatibility with other/future technologies. Proposals shall clearly demonstrate how the equipment would reasonably be expected to improve capabilities for locating personnel in distress in the water via electronic means. Proposals will be evaluated in accordance with the following criteria, which are of equal importance: (1) Technical Merit: a) Soundness of Approach; b) Use of existing technology; c) Impact on existing distress alerting systems; d) Compliance with existing national and international standards; e) Ease of use and affordability for the general maritime public (2) Past Performance of the offeror in providing similar technology; and (3) Management and schedule of proposed effort; (4) Cost realism of the proposed project;. The government will award contracts on a Fixed Price basis. It is anticipated that up to three awards will be made for up to $500,000 per award. The period of performance shall not exceed one year. Proposal length shall not exceed 10 pages (excluding resumes). Proposal format is the choice of the offeror, but shall include the following: Technical Proposal Content (3 copies): 1) A clear description of how the proposed device works and how it improves marine survivor localization; 2) A clear description of the tasks to be performed and the skill mix to be applied; 3) Management Plan and Organization (including proposed schedule); 4) Personnel Qualifications (a total of no more than 3 pages containing resumes of key personnel); and 5) Past Performance (a brief description of the most relevant prior efforts (not more than 3) within the past three (3) years including funding amount, clear description of work and point of contact for references). Cost Proposal Content (3 copies): Cost information shall be broken down to individual cost elements, e.g. direct labor rate, hours, G&A, material, travel, etc. The SIC Code is identified as 54171. Proposals are due 2:00 p.m. on 30 March 2001.
