Description
DESC: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation No. DAHA22-01-T-0040 Applies and is issued as a Request for Quotation. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. This is an unrestricted solicitation. The following is a statement of work for the required services. The Mississippi Army National Guard runs a series of network switches throughout the state. They include: one Lucent Definity G3R Release 6.0 at Jackson at the Adjutants General's office on Riverside Drive in Jackson, Ms with Expansion Port Networks at Tupelo National Guard Armory located in Tupelo, MS, Camp McCain located near Grenada, MS, Meridian National Guard Armory located in Meridian, MS, Hawkins Field National Guard Facility located in Jackson, MS, Raymond Road National Guard Armory located in Jackson, MS, USPFO located in Pearl/Flowood, MS and Monticello National Guard Armory located in Monticello, MS and one Lucent Definity G3R Release 6.0 with three Expansion Port Networks at Camp Shelby (Hattiesburg) Mississippi. The successful offeror will be required to provide an annual maintenance contract to support monitoring, repairs, replacement parts and on-site visits for the Lucent switches. The successful offeror must provide 365 day a year, 7 days a week, 24-hour monitoring of each switch via INADS lines to the G3R's at vendors expense. Provide immediate pager notification of alarms in switch to the Contracting Officer's Representative. Provide remote repair when possible. Provide on site repairs within 4 hours to each site 7:00 AM to 4:30 PM, Monday through Friday coordinated through the Contracting Officer's Representative. Non duty day service affecting alarms to be coordinated with system Contracting Officer's Representative immediately to determine urgency of dispatch requirement. Provide a discounted price for items covered in maintenance contract. The successful offer must cover all monitoring repairs and on site visits as specified. Provide new replacement parts for items covered in maintenance contract. Vendor must provide Maintenance software permissions to the Switch to include permissions for: (1) Station and Trunk (2) Control Unit. Vendor will provide technical assistance to the Contracting Officer's Representative with on site as well as 24 hour help desk access. Successful offerer will provide remote monitoring through a point to point INADS line connection 24 hours a day, 7 days a week to both G3R's ( Jackson and Camp Shelby). The Government will provide to the successful offeror two Lucent Definity G3R switches. The Government will also provide Ten Expansion Port networks at Raymond Road, Jackson, MS, Hawkins Field, Jackson, MS, USPFO, Pearl/Flowood, MS, Monticello, MS, Meridian, MS, Tupelo, MS, Camp McCain (Grenada, MS), BOQ's at Camp Shelby (Hattiesburg, MS), RTI at Camp Shelby (Hattiesburg, MS) and Building 1001 at Camp Shelby, (Hattiesburg, MS). The successful offeror will have access to Government Facilities between the hours of 7:00 A.M. and 4:30 P.M., Monday through Friday. For access at other times, the successful offeror must coordinate with the Contracting Officer's Representative. The successful offeror must provide monitoring via INADS dedicated lines to each G3R's at vendor's expense. The successful offeror must accomplish all work in accordance with technical specifications provided by Lucent Technologies. The successful offeror must notify the Contracting Officer's Representative by pager when any repair, remote or local, is performed. The following factors shall be used to evaluate offers: (1) Past Performance, Contractor shall submit three (3) references, a list of projects that are of the same type or similar to this proposal that were completed to customer satisfaction. (2) Technical Expertise, Contractor shall provide written plan on how your product will fill the requirement needed. (3) Price. The contract will be for a one (1) year. However, the contract may be extended for two (2) additional years in accordance with clause FAR 52.217-9 "Option to Extend The Term Of the Contract (May 1989)".
