Description

The Department of Transportation (DOT) Transportation Administration Service Center (TASC), plans to release a Request for Proposal (RFP) for security guard support services at the DOT headquarter buildings in Washington, DC. A decision on the acquisition approach (i.e., full and open competition versus an 8(a) or other set-aside competition) has not been made; this synopsis will be modified once a determination has been made. The applicable NAICS code is 561612. Award of a firm-fixed-priced contract (commencing October 1, 2001) with a base and four option years is anticipated. Release of the solicitation is planned for no later than the first week of April, 2001. The RFP will be distributed electronically via the Government's electronic posting Web site at http://www.eps.gov (reference solicitation DTTS59-01-R-00440 under the Department of Transportation, Transportation Administrative Service Center). A draft Statement of Work (SOW) has been posted at that site. The Government requests that interested offerors provide any comments or questions on the draft SOW via electronic mail to kevin.mooney@tasc.dot.gov by 5:00 p.m. on March 19, 2001. Interested offerors are also requested to indicate their type of business (e.g., large, small, 8(a), etc.) and provide three references of work comparable in scope currently being performed (not to exceed a total of two (2) pages for all three references). Each reference shall include the Government agency or business to whom services are provided, the contract/project period of performance, the name and phone number of the customer project officer, contract number and dollar value, and a brief description of the services being provided (e.g., number of guard posts, whether guards are armed, etc.). Offeror questions/comments on the draft SOW will not be answered but will be incorporated into the final solicitation at the sole discretion of the Government. THE GOVERNMENT WILL NOT DISTRIBUTE HARD COPIES OF THE RFP; DISTRIBUTION WILL ONLY BE DONE VIA THE AFOREMENTIONED METHOD SO FIRMS SHOULD NOT RESPOND TO THIS NOTICE BY REQUESTING TO BE PLACED ON A SOLICITATION MAILING LIST. It is anticipated the RFP and related documents will be provided in Microsoft Word format. The RFP will have instructions for providing questions and comments. DOT anticipates that all subsequent solicitation documents (e.g., amendments to the RFP and responses to questions) will be disseminated to offerors via the same method. A pre-solicitation conference is planned for March 22, 2001 at 1:30 p.m. in Room 2230 at the Department of Transportation, 400 7th Street, S.W., Washington, DC 20590. Attendees shall be limited to two (2) individuals per company and shall register (include the names of the attendees) via electronic mail to kevin.mooney@tasc.dot.gov by 5:00 p.m. on March 19, 2001.
