- Description
- The National Park Service, Isle Royale National Park, is soliciting proposals for all labor, materials, equipment and travel necessary to reconstruct Meyers Road, Apostle Island National Lakeshore, Bayfield, Wisconsin. The Contractor will be asked to provide two sets of pricing. Schedule A will include approximately 50 meters of road, and a 30 vehicle parking area northward. Schedule B will include the reconstruction of 500 meters of roadway southward. The award of Schedule B is subject to the availability of funds. The range is $200,00 -- $400,000. Work shall include, but not be limited to, clearing and grubbing, site grading, asphalt paving, walkway construction, drainage, and seeding around construction disturbance. Work shall be done in accordance with the "Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects", FP-96, 1996 U.S. Department of Transportation, Federal Highway Administration; modifications to the Standard Specifications; and drawings entitled "United States Department of the Interior, National Park Service, Apostle Island National Lakeshore, Bayfield County, Wisconsin". A copy of the Department of Transportation Standard Specifications will be provided with the Request for Proposal. Proposal submission and evaluation of offers will be conducted using a two phased approach. First proposals will be evaluated by the Technical Evaluation Panel using Criteria B, Project Approach and Quality Assurance, Criteria C Qualifications and Relevant Experience of Proposed Personnel, and Criteria D, Previous Construction Projects. Based on this evaluation, evaluators will unanimously vote on the acceptability or unacceptability of each proposal. At this stage unacceptable proposals will be eliminated from competition. Second, all acceptable proposals will then be evaluated using Criteria A, Past Performance for the projects identified in Criteria D, Previous Construction Projects. Upon completion of this evaluation, a Competitive Range will be determined by the Contracting Officer. The Government anticipates award of a firm-fixed price contract on or before May 25, 2001. Award will be made pursuant to the Small Business Competitiveness Demonstration Test Program.
