Description
Solicitation EME-2001-RP-0023. This is not a request for proposal (RFP), but a survey to locate potential sources capable of providing two (2) types of lightning and surge protectors (LSPs). The required products include: i) transient voltage surge suppressor (TVSS) and ii) TVSS with RJ11 telecommunication connections. Interested Offerors should indicate if their proposed product is available on a commercial basis pursuant to FAR 12.102 or if they are capable of manufacturing the required items. The Government anticipates issuing an indefinite delivery indefinite quantity (IDIQ) contract with a combined minimum order of 5 units and a maximum of 250 units per year over a five-year ordering period. Qualified TVSS's shall include the following features: must plug directly into a standard AC (duplex) outlet; must receive at least two standard AC plugs and must withstand electromagnetic surges, similar to those experienced when lightning strikes a radio tower. The TVSS's shall feature at least two (2) AC outlets (standard duplex), and shall have the capability to plug in directly to the either the top or bottom socket of a regular 120V AC wall outlet. Acceptable devices shall not hinder the capability of plugging in a different device to the top socket when plugged into the bottom socket of the same wall outlet. The device's plugs shall support the weight of the device when plugged into a standard wall socket. Devices requiring additional means of support will not be considered. The compliant products must meet or exceed the following minimum performance qualifications: (i) withstand a minimum 50,000 volts per meter at a peak current pulse of 8/20 s; (ii) maintain a maximum cutoff frequency of 80 kilohertz (kHz); (iii) be shielded from direct illumination from electromagnetic pulse and radio frequency interference (RFI); and (iv) be encased in a polymer material with no less than three coatings of graphite base paint for additional required shielding. All units must conform with ANSI Standard C62.33-1982 and UL Standards 1449 and 497A. A second TVSS unit shall be equipped with input and output RJ11 telecommunication connections and meet all requirements of the basic TVSS model. It is impracticable to distribute the applicable specifications with the solicitation. These contract documents may be obtained by contacting Contract Specialist, Patrick Hobbs at (301) 447-1020. Firms interested in providing the required products are invited to submit a capability statement. Information provided shall include: i) technical description of the products to be provided. ii) available laboratory certifications for proposed items, iii) available spare parts lists, iv) available pricing, v) business size status and classification, vi) business HUBZone status, and vii) a description of related corporate experience and past performance. This synopsis is for information and planning purposes and the Government will not pay or otherwise reimburse respondents for the information submitted. The Government reserves the right to set aside a portion or all of this requirement for small business and/or HUBZone business concerns. If the evaluation of responses received concludes that none of the responding firms can provide a technically acceptable product, negotiations will be conducted with the incumbent contractor, Buchanan Electronics, 17660 Antioch Church Road East, Lenoir City, TN 37772 to manufacture the required items on a Sole Source basis. Capability statements must be submitted to the issuing office by April 14, 2001.
