Description

The US Army Research Laboratory, Weapons and Materials Division, Aberdeen Proving Ground, MD 21005, plans to issue a Request for Quotation (RFQ) for the purchase of a Tension/Compression load cell, 1,000,000 lb capacity and the Instron 8800 electronics retrofit of an Instron 1335 to include the disconnection of the old controller, connection of all new hardware, system functional testing , and basic operator training. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). ARL intends to solicit and negotiate with only one source under the authority of FAR 6.302 with Instron Corporation, Canton, MA to ensure the compatibility of the test frame and the existing controller. The government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing via FAX 410-278-6522 to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
