Description

17. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being issued as a Request For Quote (RFQ). Submit offers on RFQ1004. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The RFQ and the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the small business size standard 500 employees. The National Institute of Allergy and Infectious Diseases (NAID) intends to procure a Robotic Crystallization System. Specifications required for the robotic system is as follows: (1) The system should have automation in setting up crystallization experiments. These include the capability to perform crystallization screening kits and to perform user designed grid experiments using a buffer handling system, (2) The system should be capable of setting up both screening and optimization using microbatch crystallization. The system should be able to perform vapor diffusion crystallization experiments, and (3) The system should contain a PC control computer with software for crystallization, including the crystal screens and grid optimization installed. The following provisions apply to this acquisition, FAR 52.212.1 Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation Commercial Items, Evaluation will include (1) price, (2) the technical capability of the item offered to meet the agency need, (3) warranty information to include period and coverage, and (4) Delivery time. Offerors must include with their offer a completed copy of the provision FAR 2.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.212.5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders Commercial Items. FAR 52.225-3 Buy American Act also applies. FOB Point shall be Destination, Rockville, Maryland. Offers must be submitted no later than 4:00 P.M.
