- This is a request for industry sources and comments on a draft solicitation. Requests for a copy of the finalized solicitation are not being solicited and will not be accepted at this time. A planholder's list will not be developed from this announcement. This announcement is for the purpose of soliciting names of United States contractors, or joint ventures between United States contractors and Qatari contractors interested in submitting comments on a draft solicitation for the project described below. Performance is in the State of Qatar. This is not an announcement to solicit contractors to submit proposals. After the industry review period, the Government may make changes to the solicitation and issue a request for proposals (RFP). The RFP will be preceded by another CBD announcement. PROJECT SCOPE: Perform a wide range of base operations that may include, but are not limited to: operating a power plant; facility maintenance; roads and grounds maintenance; custodial services; refuse collection; pest control; collection and holding of hazardous wastes; energy conservation; master planning; housing office administration; supply service activities of Class I-IX materials; central issue facility operations; property holding/classification; management of nuclear, biological, chemical assets; installation transportation; passenger travel; motor pool operations; household goods shipments; environmental program management and administration; moral, welfare, recreational activities; postal operations; emergency medical services; public affairs support; photo lab support; finance and accounting support; safety program management and administration; fire protection; security guard services; dining facility operations; bulk fuel storage operations; and base support for contingency operations. All work will be performed in the State of Qatar, primarily at Camp As Sayliyah and an Ammunition Pre-Stockage Point; but performance may be required at other sites operated by U.S. military forces. The expected contract duration is five years with a base year and four options years. ADDITIONAL REQUIREMENTS: The request for proposal will have a requirement that a contractor must be licensed by the State of Qatar to do business in the State of Qatar, or demonstrate the ability to be licensed to do business in the State of Qatar in accordance with local laws and regulations. PLANS AND SPECIFICATIONS: The draft solicitation will be issued on compact disk (CD) at no charge to contractors and JVs responding to this announcement. CDs will not be issued to subcontractors, suppliers, or vendors. REVIEW PROCEDURES: Review comments shall be submitted in the format and within the time frame that will be stipulated in the draft solicitation. Comments must be specific and reference appropriate sections of the draft solicitation. The Government will review each comment provided by contractors and determine, what, if any changes should be incorporated into the solicitation prior to issuing the RFP. The Government is not obligated to provide a response to the contractor concerning their comments, only to evaluate for appropriateness to include in the final solicitation. TIME LINE: Tentative date for issuance of the draft solicitation DACA78-01-R-0016 is 03 Apr 01. Tentative date for receipt of contractor comments is 30 Apr 01. Tentative date for issuance of the RFP is 02 Jul 01. Tentative date for the Pre-Proposal Site Visit is 10-11 Jul 01. Firms interested in receiving this draft solicitation should send a written facsimile request to Richard Elder (540) 665-4033. The request must reference the solicitation number, name of project, name of firm, mailing and shipping address of firm, and telephone and fax numbers of the firm's point of contact. ALL REQUESTS BY CONTRACTORS FOR THIS DRAFT SOLICITATION MUST BE RECEIVED WITHIN 14 CALENDAR DAYS OF THIS ANNOUNCEMENT.
