Description

DARPA intends to award a sole source purchase order to David Breen to perform an independent evaluation and analysis of the Contract Management Office's automated systems and business requirements and to provide a high-level implementation plan and system design for deployment of the DoD Standard Procurement System (SPS) at DARPA. Mr. Breen has both the historical and the contextual knowledge of DARPA's existing business process, automated financial systems and general scope of SPS to properly plan this effort. This notice of intent is not a request for competitive proposals. Contractors capable of offering their service must respond within 15 days of the date of this notice by submitting specific technical capability to provide this service. All responses received within 15 days after publication of this synopsis will be considered by the government solely for the purpose of determining whether to conduct a competitive procurement.
